Inspector Gadget 2: Crime Always Passes (alternatively known as IG2) is a live-action direct-to-video comedy film, released to VHS and DVD on March 11, 2003. This is based upon the cartoon series created by DiC Entertainment and is a direct-to-video stand-alone sequel to the 1999 film Inspector Gadget and also released by DIC Entertainment. It was filmed in Brisbane, Queensland, Australia.

The second film departs slightly from the first one as it is more like the original cartoon. Inspector Gadget and Dr. Claw are never referred to as John Brown and Sanford Scolex – their respective civilian names from the first film, though Claw's communicator clearly is labeled "Scolex Industries", indicating that his name is still Sanford Scolex. In addition to this, D. L. Hughley, who reprises his role of the Gadgetmobile, is the only actor from the 1999 film to do so. Also, Gadget's love interest from the first film, Dr. Brenda Bradford, is gone and is replaced by G2. Inspector Gadget is also more goofy, dim-witted, and foolishly inept than he was in the first film, and is unable to control his now glitch-ridden gadgets. As a homage to the original cartoon, Claw's face is never shown and he speaks with a deep, gruff voice. In the previous film, Claw's face was visible and he was depicted as an upper-class businessman. He also appears to be older in age than he was in the original, although the story takes place only one year later.

Synopsis

A year after the first film, Dr. Claw (Tony Martin), escapes from Riverton Prison. Chief Quimby (Mark Mitchell), Mayor Wilson (Sigrid Thornton) and Baxter (Bruce Spence) unveil the new female Gadget Model #2 (G2 for short) (Elaine Hendrix), to replace the now glitchy Inspector Gadget (French Stewart). Gadget soon falls for G2, but she turns down his offer to team up, saying she works alone. Also, Gadget angers Quimby after arresting his mother for going .3 mph over the speed limit and for driving without a license. Meanwhile, Dr. Claw plans to steal 5 trillion dollars worth of gold from the Riverton Federal Reserve. Gadget's niece, Penny (Caitlin Wachs) shows him that Claw placed a job ad in the paper for minions. Gadget goes undercover, but ends up causing a bar brawl, which G2 later breaks up. Penny sneaks along with Brain (Gadget's dog), and finds out Claw is planning a heist; she tells Gadget and G2. Despite Quimby warning to stay away or he will be fired, Gadget goes to the stakeout and ends up sabotaging it while trying to help, allowing Claw's minions to escape with ion fuel cells. Quimby makes Gadget spend the next three days as a bathroom janitor instead of firing him as promised.

John Brown is a humble, but clumsy security guard working at the Bradford robotics laboratory in Riverton, Ohio, run by Artemus Bradford and his daughter Brenda, whom Brown has a crush on. Brown wishes to become a police officer, with support from his niece Penny. Brown goes chasing him down in his car, which leads to its being destroyed by Scolex's explosive cigar leaving brown for dead, but a bowling ball coming from the fiery blast of Brown’s destroyed car smashingly crushes Scolex's hand, forcing him to replace it with a mechanical claw.

The NSA-funded QT (Quantum Tech) Corporation has slated a project to develop Hypertime, a technology which allows the user's molecules to speed up to the point where the world appears to be standing still. After realizing that such technology, contained within a wristwatch frame, could also be used against the USA, the NSA orders the project stopped. However, the research is farther along than the NSA expected and QT's leader Henry Gates plans on using the technology to usurp the leader of the NSA and dominate the world. He uses the prototype to stretch the weekend in order to give the brilliant lead scientist Earl Dopler time to fix the remaining glitch in the technology after his henchmen Richard and Jay prevent Earl's incognito departure at the airport. However, the disadvantage of Earl being in Hypertime for too long was him aging rapidly in real time, as his molecular age continued at the same rate despite time slowing down.

The film opens with a pickpocketing monkey named Babi who tells his nephew how he met the Buddies. The Buddies' great uncle, Digger was the partner of an archaeologist, Thomas Howard, who retrieved one half of a dial which would lead to Queen Cleocatra's tomb. He never found the other half and retired. The scene then switches to present Fernfield where Thomas is giving his grandson, Pete a tour of the Egyptian exhibit. The Buddies, Budderball, B-dawg, Buddha, Mudbud and Rosebud are also at the exhibit. Pete stays behind with his grandfather who gives Pete's dog, Mudbud, Digger's bandanna. A British archaeologist, Phillip Wellington along with his cat Ubasti meets Thomas in his office and reveals to have the other half of the dial, and insists on bringing him and Pete along for the ride, but refuses to bring along Mudbud due to certain allergies. Fortunately, Mudbud and the other Buddies stowaway in Phillip's DC-3 Douglas airliner via a box of TNT.
