Head begins at the dedication of a bridge. A politician is supposed to give a speech but there is a barrage of feedback from the microphone. Suddenly the Monkees (further) interrupt the ceremony by running through the assembled officials to sound of horns and sirens. The rest of the film has no overriding plot but consists of a series of vignettes highlighting the unpleasant aspects of being public figures. There is a conflict and a resolution, but the film is essentially plotless; as the opening song related: "We hope you like our story/Although there isn't one/That is to say, there's many/That way, there is more fun!" Rather, it is a seemingly stream of consciousness stringing-together of musical numbers, satires of various film genres, elements of psychedelia, and references to topical issues such as the Vietnam War. The distorted consciousness and psychedelia elements resemble an LSD trip.. Recurring images include a black box in which the group are trapped, a desert location, and a gigantic Victor Mature.

In 1933, during The Great Depression, a young orphan named Annie is living in the Hudson Street Orphanage in New York City. One night, Annie comforts one of the youngest orphans by singing to her (“Maybe”). The orphanage's cruel and alcoholic supervisor Agatha Hannigan hears the singing, and punishes the orphans by making them clean up the orphanage ("It's the Hard Knock Life"). Later while trying to flee in a laundry truck, Annie rescues a dog being tormented by a group of boys. She names him Sandy after convincing a dogcatcher that he is hers (“Dumb Dog”), and the pair is escorted back to the orphanage. Soon after, Miss Hannigan discovers Sandy and threatens to send him to the sausage factory (“Sandy”). However, Grace Farrell, a secretary to billionaire Oliver Warbucks, arrives, saying that he wants an orphan to stay at his mansion for a week to help his image. Four friends — Chloe (Skyler Shaye), Yasmin (Nathalia Ramos), Sasha (Logan Browning), and Jade (Janel Parrish) — are about to start high school. Self-centered Meredith Eilazbeth Vickrica Baxter Dimly (Chelsea Kane) wants everyone to belong to a clique, and goes about organizing people. She does not like the independent spirit of the four girls and plots to destroy their friendship and make them conform to her pre-fabricated cliques. Chloe is an amazing soccer player. She meets Cameron (Stephen Lunsford) and is instantly smitten. Sasha is recruited as a cheerleader. Jade joins the science kids and meets Dexter (Chet Hanks) and designs great outfits. Yasmin joins journalism, even though her real passion is singing even though she hasn't realized yet. She also feels lonely as her friends are busy with their own cliques. She also meets Dylan (Ian Nelson), who is deaf but can lip read. The friends begin to drift apart, as they are compelled to stay within their cliques. Two years later, when an accidental food fight causes them to get detention, they realize that they miss being BFFs and decide to be friends again. They also try to get the other schoolmates to socialize outside their cliques, but their attempts fail when Meredith's 2nd Super Sweet 16 party (which ends disastrously) has them seated with their original cliques. The upcoming talent show and its prize of a scholarship gives them the idea to bring all the cliques together again with an act, but the chances are slim with Meredith's constant attempts to steal the spotlight. In the end, there is a tie. Meredith gets the trophy, but the girls get the scholarship, which they later give to Cloe.
