Le long-métrage rend hommage aux Kamen Riders de l'ère Heisei (principalement à Kamen Rider Drive) mais aussi à Kamen Rider Black RX, Shin Kamen Rider: Prologue, Kamen Rider ZO, Kamen Rider J et Kamen Rider Amazons.
Il narre l'obtention de la Drive Ridewatch pour Sougo et introduira également une nouvelle forme de Kamen Rider Zi-O : l'Oma Form ainsi que le nouveau Kamen Rider et premier Reiwa Rider : Kamen Rider Zero-One.
Dans ce film, Sougo est confronté aux Quartzers, qui ont l'intention d'éliminer Kamen Rider Drive de l'histoire et d'empêcher Sougo de devenir roi.
Synopsis
Sougo Tokiwa et ses amis arrivent au Japon du XVI siècle lors de la légendaire bataille entre Oda Nobunaga et Takeda Katsuyori après avoir répondu à l'appel à l'aide de Go Shijima/ Kamen Rider Mach et Krim Steinbelt/ Mr.Belt qui leur ont demandé d'empêcher l'ancêtre de Krim, Clara Steinbelt d'être tué par un groupe d'observateurs voyageant dans le temps connus sous le nom de "Quartzers" qui cherchent à effacer Kamen Rider Drive de l'histoire. Alors que Woz se révèle être membre des Quartzers, la vérité derrière Oma Zi-O est enfin révélée.Actors

Kyle Halsted, Sonia Logan, and Michael Weeks are inmates at a rehabilitation facility. Bob Simpson, the administrator, tasks them with apologizing to those they have hurt with their addiction. When Kyle attempts to apologize to his younger sister Charlotte, she angrily blows him off, and the principal kicks him off school grounds. Sonia goes to the hospital where her dying father is a patient, but she is unable to bring herself to face him. Michael visits his father in jail, but the conversation is cut short by his father's abusive threats. When Bob tries to get them to discuss their day in group therapy, they refuse, and Michael storms off. Later, while discussing the pointlessness of Bob's therapy, Sonia is told that her father has died. As the trio try to deal with their emotional pain, a storm rolls in, and each of them is shocked and knocked unconscious.

Gamera self-destructed to destroy several Gyaos in 1973, the tale picks up thirty three years later, when the son of one of the survivors of that incident finds an unusual egg, from which a baby turtle hatches. The boy, Toru, raises the creature, quickly realizing it as remarkable in that it hovers and breathes fire. Four years after an alternate ending to the series, in which Blade seals the Joker, the characters have moved on with their lives: Kenzaki is a garbage man which in comparison to the chaos he went through was a huge change of pace, Mutsuki has graduated high school, and Kotarō has published a book about the Kamen Riders to great success, but on Amane's upcoming birthday, it was revealed that she has become a delinquent without the emotional support of Hajime. The Undead have been re-released, and a new trio of Kamen Riders—Glaive, Larc and Lance—have emerged from BOARD, now led by Tachibana. After recapturing two of the Category Aces, Kenzaki and Mutsuki join with the new Riders. When all the Undead are sealed once more, Glaive reveals himself to be the Albino Joker, a white version of the original Joker, and captures Kotarō's niece to obtain the ultimate power, sealing her in the Vanity Card. In order to free Amane from the card, Hajime is unsealed from the Joker Card and the four Riders are again united, intent on saving Amane and stopping the Albino Joker. In the end, Hajime swaps his life for Amane in the Vanity Card and allows himself to be destroyed by Blade to weaken Jashin 14. Blade uses his King Form to cut Jashin 14 in half, putting an end to the Undead.

Two years after the events of Kamen Rider the First, a strange series of bizarre murders occur with the victims mutilated in a most gruesome fashion while pop star Chiharu's "Platinum Smile" is being played, becoming an urban legend. Meanwhile, Takeshi Hongo has become a high school science teacher with a troublesome class with one student catching his attention; a troubled girl named Kotomi Kikuma who was best friends with Chiharu and is worried about her. By the time Hongo and her find a dying "Chiharu", they learn she's actually an imposter as the Shocker Inhumanoid Chainsaw Lizard arrives with the six Shocker Riders to carry out the task of executing Hongo, forcing him to reveal himself in as Kamen Rider 1 to Kotomi before escaping his hunters. At around the same time, Hayato Ichimonji is shown still alive but slowly weakening due to his body's rejection of the cybernetic changes which made him Kamen Rider 2.
