Kill Devil is a Japanese movie about a group of juvenile delinquents in the year 2025. The juveniles are host to a "murder gene", and are sent to an uninhabited island by the government so that they can be rehabilitated. The government studies the causes of the gene, and implants an experiment on the juveniles called a "Tag". The Tag gives the juveniles murder impulses and memory loss, and both boys and girls start to brutally kill each other.
This movie is being distributed by AsiaVision, the Asian live-action label from Urban Vision Entertainment.

The story is about the Korea under Japanese rule during World War II. A Korean nationalist played by Carter Wong gets into a fight with some non-Korean Japanese people and is chased into a church. The priest there is captured and tortured. Trying to secure his release, the leader of the resistance, Jhoon Rhee is himself captured and tortured by the Japanese. Carter Wong, Angela Mao and Anne Winton have to now try and rescue him. This leads to an explosive climax with the heroes having to fight the likes of Wong In Sik (Hwang In-Shik), Sammo Hung and Kenji Kazama.

The film's plot follows a traditional theme, with Zatoichi (a blind swordsman) coming to the defense of townspeople caught up in a local Yakuza gang war and being forced to pay excessive amounts of protection money. Meanwhile, Zatoichi befriends a local farmer and her gambler nephew and eventually offers his assistance to two geisha siblings (one of whom is actually a man) who are seeking revenge for the murder of their parents. The siblings are the only survivors of a robbery and massacre that was carried out on their family estate ten years ago. They soon discover the people responsible for the murders are the same Yakuza wreaking havoc on the small town.

Masao, who lives alone with his grandmother in an old Shitamachi area of Tokyo, receives a package, and in looking for a seal finds a photo of his long lost mother. The film begins as Takuma (Terry) Tsurugi meets the condemned murderer Tateki (Junjo) Shikenbaru while disguised as a Buddhist monk. Tsuguri applies his "oxygen coma punch" to Junjo, causing him to collapse just before he can be executed. As Junjo is rushed to a hospital, Tsurugi and his sidekick Rakuda (Ratnose) ambush the ambulance and free him. As Tsurugi and Ratnose watch the incident on the news, Junjo's brother Gijun and sister Nachi arrive and plead for more time to pay for Tsurugi's help. Outraged, Tsurugi refuses and attacks the siblings. Gijun accidentally kills himself when Tsurugi dodges his flying kick, causing him to go out of a window, and Nachi is sold into sexual slavery through Renzo Mutaguchi.
