The film takes place in a fictional state of Bubun (or Bubunia), a matriarchal totalitarian country led by ruthless La générale (Generaless) (Anémone). In Bubun, roles of men and women are swapped, up to the point where male population is deprived of any civil rights, including work, education, military service, freedom of marriage etc. People worship The White Horses (making horses sacred animals) and the only source of nourishment is "paste" (tasteless viscous liquid delivered from waterpipe-like sinks). The country is isolated from the rest of the world, borders are guarded by armed squads, and public executions are in order (mostly involving men as condemned).

It is May 28, 1976, the last day of school at Lee High School in the suburbs of Austin, Texas. The next year's group of seniors are preparing for the annual hazing of incoming freshmen. Randall "Pink" Floyd, the school's star football player, is asked to sign a pledge promising not to take drugs during the summer or do anything that would "jeopardize the goal of a championship season". When classes end, the incoming freshman boys are hunted down by the seniors and paddled. The incoming freshman girls are also hazed; they are rounded up in the school parking lot by senior girls, covered in mustard, ketchup, flour and raw eggs, and forced to propose to senior boys.

Fourteen-year-old Sami (Samy Seghir) is a beur (a French person of North African descent) living in Chalon-sur-Saône, a relatively poor city in the Burgundy region. When his widowed mother (Farida Khelfa) takes a job working on a boat, she sends Sami to live with her sister Djamila (Rachida Brakni), who is married to Frenchman Stanislas de Chazelle (Denis Podalydès). They live in the upscale neighborhood of Neuilly-sur-Seine, an affluent suburb of Paris, with Stanislas' two children from his prior marriage: Charles (Jérémy Denisty), who aspires to be a politician someday, and Caroline (Chloé Coulloud). At first Charles resents Sami's presence in his house, but they gradually become friends. Sami enrolls in classes at Saint-Exupéry, a private school there.
