The film focuses on Minerva Mirabal and tells the true story of how she and her sisters came to represent the greatest threat to dictator Rafael Trujillo and his regime. The Mirabal sisters were involved in an underground movement against the government. They were assassinated in 1960 by men under the instruction of the Trujillo regime according to Pupo Roman, although their death was made to appear as an automobile accident. Many citizens were outraged and a few months later Trujillo was assassinated by an ambush led by Antonio de La Maza, who was played by actor Cesar Evora.

A year has passed since the events of "Crocodile" Dundee, and Mick Dundee and Sue Charlton are living happily together in New York. Chas (James Fox) is a member of an East London gang led by Harry Flowers (Johnny Shannon); his speciality is intimidation through violence as he collects pay-offs for Flowers. He is very good at his job, and has a reputation for liking it. His sexual liaisons are casual and rough. When Flowers decides to take over a betting shop, owned by Joey Maddocks (Anthony Valentine), he forbids Chas to get involved, as he feels Chas's complicated personal history with Maddocks (which is at least partly gay) may lead to trouble. Chas is angry about this and later humiliates Maddocks, who retaliates by wrecking Chas's apartment and attacking Chas. Chas shoots him, packs a suitcase and runs from the scene.

The movie takes place again in the fictional Wangan Station of the Tokyo Metropolitan Police Department, in the five years since the previous movie, the once empty space within Wangan's jurisdiction (the station was once referred to disparagingly as "the empty space station" by the surrounding jurisdictions) has become a popular tourist attraction, the officers at Wangan Station now have their hands full dealing with all manner of tourist related issues. In 1950 Hiroshima City, Shoji Yamanaka is involved in a fight over cheating in a card game and stabs several men. He is sentenced to two years in prison, where he befriends Shozo Hirono. When he is released from prison, the waitress at a restaurant offers to let him eat for free but a gang led by Katsutoshi Otomo, the rebellious son of Choji Otomo, beat him. He is saved by Otomo senior and is offered to join the yakuza by Muraoka, the waitress Yasuko's uncle. In Hiroshima Prefecture September 1960, temporary leader of the Muraoka yakuza family Fumio Sugihara is assassinated while walking with Shozo Hirono and Muraoka member Noburo Uchimoto. At Sugihara's funeral, one of the guests vomits on Sugihara's remains and hastily leaves the ceremony. The others know that the man was beaten by Sugihara and probably vomited on purpose. Hirono and fellow Muraoka members Hiroshi Matsunaga and Akira Takeda ask Uchimoto, the sworn brother of the deceased, to take care of the man, but he cowardly refuses much to their anger.
