Set in the mountains of northwest Montana near the Idaho and Canadian borders, the film is about a bounty hunter who pursues escaped convicts into a remote region and encounters an unknown band of Dog Soldiers from a tribe of Cheyenne Indians. The film was shot on location in Alberta and British Columbia, Canada.
Synopsis
Distraught but skillful bounty hunter Lewis Gates (Tom Berenger) pursues three armed escaped convicts into Montana's Oxbow Quadrangle, followed by his faithful companion called Zip, an Australian cattle dog at the persistence of his unforgiving father-in-law, whom blames Gates for his daughter's tragic death. All Gates finds is a few scraps of cloth, some blood, and an old-fashioned Indian arrow. He takes the arrow to anthropologist Lillian Sloan (Barbara Hershey) who identifies it as a replica of the arrows used by Cheyenne Dog Soldiers. Gates doesn't think it's a replica and, after some library research, develops a long list of people who have disappeared into the Oxbow and a story of a "wild child" captured in the woods in the early 20th century. Now he's convinced that the fugitives were killed by a tribe of Dog Soldiers, a hardy band of native Americans who had somehow escaped the 1864 Sand Creek massacre and survived for 128 years secluded in the Montana Wilderness, killing anyone who threatened to find and expose them.Actors

As the film opens, mercenaries Jamie Shannon, Drew, Derek, Michel, Terry and Richard are making a hasty exit from a war-torn Central American country by forcing their way onto a government civilian DC-3 airplane. When a Central American officer demands Richard's body to be removed to make room for others, one of the mercenaries shows he is still able to safely grasp the spoon of a hand grenade and Drew insists his friend "goes home". After Shannon returns home, he gets an offer from a British businessman named Endean who is interested in "certain resources" of a small African nation named Zangaro. Endean pays Shannon $15,000 to go on a reconnaissance mission in Zangaro which is run by a paranoid and brutal dictator named General Kimba.

Master Gunnery Sergeant Thomas Beckett, an experienced sniper, and his spotter Cpl. Papich are on a mission to assassinate a Panamanian rebel leader in the jungle; however, they are extracted in daylight instead of night time, which results in Papich's getting killed by a sniper. Beckett runs back under fire to haul Papich's body to the helicopter. Later, Beckett is paired up with an inexperienced civilian, Richard Miller, to eliminate a rebel general financed by a Colombian drug lord. Miller is a SWAT sharpshooter, but he has no combat experience or confirmed kills. On the way to the staging area, Miller's chopper is attacked by a guerrilla, who kills several members of the crew. Miller is unable to take out the attacker; instead, the chopper's dying gunner makes the kill. The co-pilot believes Miller is responsible, and Miller earns a false reputation.

Former U.S. Marine Corps scout sniper Thomas Beckett (Tom Berenger), who was discharged after his finger was amputated in the first film, is met by CIA officer James Eckles (Dan Butler) and Colonel David McKenna (Linden Ashby) at his home. Despite losing his index finger he uses to shoot, Beckett still has the capability of firing a gun (as he uses his middle finger for the job). Considering this, along with his impressive career from his time in the Marine Corps, Beckett is given a mission to assassinate renegade Serbian General Mile Valstoria (Peter Linka), who is responsible for conducting hit-and-run ethnic cleansing operations in Muslim-populated areas. The CIA fears that Valstoria's actions are threatening to inflame a larger conflict in the region. Beckett agrees to participate, but requests that an additional man, a spotter, must come with him. Beckett is introduced to his spotter, Jake Cole (Bokeem Woodbine), an experienced U.S. Army sniper who is on death row for killing a federal officer who allegedly betrayed Cole's unit and had them killed during a mission. But Cole is released and offered to be pardoned if he takes part in the mission.

A man is discovered breaking into his own jewelery shop in the dead of night. Questioned closely, it is discovered that his wife is being held hostage at their home by Steve, a brutal extortionist who demands the diamonds in the shop's safe in exchange for the woman's life. After Steve kills the family maid, FBI agent Warren Stantin (Sidney Poitier) hands over the diamonds, but Steve kills the jeweller's wife anyway, and escapes. Feeling that he has failed, Stantin becomes obsessed with finding Steve, and he chases Steve into the rugged forests of the state of Washington, where Steve joins up with a group of sportsmen who plan to trek into the wilderness on a fishing trip. In 1988, Colonel Sam Trautman (Richard Crenna) visits his old friend and ally John Rambo (Sylvester Stallone) in Thailand. He explains that he is putting together a mercenary team for a CIA-sponsored supply mission on behalf of anti-Soviet fighters in Afghanistan. Despite being shown photos of civilians suffering at the hands of the Soviet military, Rambo refuses to join, as he is tired of fighting. Trautman proceeds anyway and is ambushed by enemy forces near the border, resulting in all of his men being killed.
