In the postwar community, where the economy is falling and many businesses are bleak. A starving wanderer named the Chinese Charlie Chaplin (Dean Shek) meets an orphan (Wong Wai) who was used to do illegal things by bad guy Master Ting (Karl Maka) and the two become fast friends. Later Charlie also meets a poor singer (Wong Sau Man), whom he develops a funny romance with, and a drunkard (Wu Ma). Due to humiliation from Ting, the drunkard turned to drinking. Later, Ting abducts the kid and the singer, prompting Charlie and the drunkard to finally rise up with ambition and risk their lives to save the kid and the singer and eventually, Ting was unable to evade the law.

In 1967, Hong Kong, Ben, Paul, and Frank are childhood friends and members of a gang. They regularly brawl with members of other gangs. Ben becomes engaged to his girlfriend Jane and Frank takes out a loan to pay for the reception. He is attacked by the leader of another gang, Ringo, and they fight over the money. After the wedding Ben and Frank attack Ringo in retaliation and Frank gets carried away and kills him. They meet with Paul and decide to flee Hong Kong to escape the police. They decide to go to Vietnam, as they have heard that there is money to be made as smugglers due to the war.

The story is of three orphans and their two father figures. They are taken in by both a wealthy crime boss which leads to their close friendship, and a kind police officer. In New Orleans, a homeless veteran named Douglas Binder is the target of a hunt. He is given a belt containing $10,000 and told that he must reach the other side of town where he would then win the money and his life. Hunting him are the hunt organizer Emil Fouchon, a businessman named Mr. Lopaki who has paid $500,000 for the opportunity to hunt a human, Fouchon's lieutenant Pik Van Cleaf, and mercenaries including Stephan and Peterson. During World War II, USMC Cpl. Joseph F. 'Joe' Enders rallies himself to return to active duty with the aid of his pharmacist, Rita. He previously survived a gruesome battle on the Solomon Islands against the Imperial Japanese Army that killed his entire squad and left him with a scar on his neck and almost deaf in his left ear. Enders' new assignment is to protect Navajo code talker Pvt. Ben Yahzee, and carries a promotion for Enders to Sergeant. Sgt. Pete 'Ox' Anderson also receives a parallel assignment protecting Navajo code talker Pvt. Charlie Whitehorse. The Navajo code, as it was known, was a code based on two parts: 1) the Navajo language and 2) a code embedded in the language, meaning that even native speakers would be confused by it, referring to a tank as a turtle, for example. The code was close to unbreakable but also so difficult only a few people could learn it.

Director John Woo said in an interview with David Stratton that the film is only 50% factual. Woo decided to alter the story using modern feelings and his own feelings for a more worldly acceptance. Following the death of a triad leader, there is conflict within the Hong Kong organised crime syndicate as various possible leaders vie for power. David Chiang attempts to bring the traitor in the midst of his own group to justice following a taped conversation of traitor admitting his crimes, but who cannot be found, while Danny Lee, the elected leader of the triad has his family attacked as he fights unknown enemies to bring the organisation back under control. Their actions are hindered by Chow Sing Chi who is attempting to build up anger between the two completing triads of Hong Kong. The film is brought to a bloody conclusion as the traitor leader of the group storms the triad safe house in a desperate attempt to gain control over the group, but is met by heavy resistance.
