Fleeing abusive families, a group of teenage runaways form a protective family on their own, with King as their leader. King is a man in his early twenties who has been living on the street for over six years. In and out of jail, he spends most of his nights with Little J and Greg. Having spent two months in jail for being falsely accused of murder, he feels that the group fell apart in his absence. His friend Brenda, a lot of the time bullied by Little J because of her weight, introduces him to Heather, a 17-year-old girl from Chicago. He soon takes her under his protection and includes her in his revenge on Tommy, the man responsible for the death of his former girlfriend Devon.

Michael Dixon (Cuba Gooding, Jr.) is an agent working linewatch for the United States Border Patrol on the U.S. Mexico Border in New Mexico. The film starts with a framing device of psychologist Dr. Arnold (Patrick Bauchau) in a session with Karla Homolka (Laura Prepon) at Canada's Regional Psychiatric Centre in Saskatoon, Saskatchewan. He and Eugene take to the road to find her, in Eugene's rundown car. Early on, it is revealed that Eugene's car has two idiosyncrasies: a sort of black hole underneath the passenger seat where items that are dropped disappear forever and broken headlights that cannot be fixed by the most adept of mechanics. On their trip, they pick up hitchhiker Mikal, who insists there has been a mistake, and she is seeking the "people in charge" (a.k.a. the PIC) in order to be sent back.
