Danny O'Brien (Chuck Norris) is a cop who likes to work alone that never waits for his back up. In L.A. he is trying to apprehend the notorious Simon Moon (Jack O'Halloran), also known as The Terror. Simon has been killing women by snapping their necks and taking them to his lair in an abandoned movie theater. O'Brien is attacked by Simon who almost kills him in the struggle. When the killer flees the scene and climbs up a ladder he slips and falls, knocking himself unconscious. When the backup arrives they think O'Brien caught The Terror and the people of L.A. call him "Hero". Simon is then arrested and taken to jail.

Two Texas-based United States Border Patrol Agents, Logan (Kris Kristofferson) and Wyatt (Treat Williams), are tasked by their obnoxious boss (Kevin Conway) to begin planting motion-detection sensors in their sector at the Federal government's request, something that Wyatt believes will lead to many of the Patrol being forcibly retired and the remaining agents stuck behind computer screens all day. While Logan and Wyatt are planting a sensor, they discover a Jeep buried in the desert containing a man's skeleton (identified as Michael F. Curtis from San Antonio), a high-powered rifle, and $800,000 in cash. Logan wants to use the money to finance their escape from their brutally hard jobs and uncertain futures, while Wyatt is reluctant; they agree to put out the Jeep's license plate information to the Sheriff's department, and later discuss the matter with Sheriff Wells (Rip Torn) who tells Logan his father Matt was a hero. They take the money to a source Logan trusts and learn the bills are legitimate but somewhat unusual, as many of them were circulated directly from the Federal Reserve in Dallas and are all dated between 1962 and 1963.

Based on actual events, this film tells the story of the 1939 voyage of the MS St. Louis, which departed from Hamburg carrying 937 Jews from Germany, ostensibly to Havana, Cuba. The passengers, having seen and suffered rising anti-Semitism in Germany, realised this might be their only chance to escape. The film details the emotional journey of the passengers who gradually become aware that their passage was planned as an exercise in propaganda, and that it had never been intended that they disembark in Cuba. Brothers Dova (Matt Dillon) and Milo (Gary Sinise) are small-time crooks. They and a partner named Law (William Fichtner) pull a holdup in New Orleans that goes terribly wrong. A police officer is killed, as are two other men. The robbers flee to a local bar, Dino's Last Chance, desperately taking everyone inside hostage. Milo is seriously wounded and bleeding. Law is a sociopath who is ready and willing to kill anyone who gets in his way. Dova is their leader, trying to keep the situation calm while federal agents, led by Browning (Joe Mantegna), surround the bar. A bar employee, Janet (Faye Dunaway), tries with failure to reason with the intruders. Her boss, Dino, behind the bar, secretly has a shotgun that he is hoping to get a chance to use. Besides a barfly (John Spencer) who is barely coherent and a younger man (Skeet Ulrich) shooting pool, there is one other customer (Viggo Mortensen), a man named Foucard dressed in a business suit, who is not as innocent as he seems. As the life of Milo slips away and the robbers' demands to the cops go unmet, Dova must decide whether to surrender or start letting Law shoot hostages one at a time.
