James and Mollie, after struggling to put Mikey (now 7 years-old) and Julie (now 4 years-old) to bed, again have sex in their bedroom. She tries to refuse but he charms his way through her resistant behavior. Meanwhile outside, a pair of different breed dogs, having come from a night out are about to part ways. But the male, Trooper, instead cons the female, Princess, into mating with him after he lies and says that he is going to be fixed the next day. The screen changes for the credits of several of Trooper's sperm cells entering Princess' eggs. Their owners discover that she has given birth and decide simply to put them up for adoption.

Mollie is an accountant living in New York City who has an affair with Albert, a womanizing executive who is married with two children, and becomes pregnant. During her pregnancy, Mollie and Albert keep their indiscretion secret, under the idea she was artificially inseminated, and that Albert plans to leave his wife Beth and their two children to be with her. Mollie and her friend Rona happen to catch Albert fooling around with his interior decorator Melissa and he admits he is planning on living with her after his divorce is finalized. Mollie leaves upset, and immediately goes into labor. She gets into a cab where the driver, James Ubriacco, recklessly speeds through downtown traffic in order to get her to the hospital on time, and he is inadvertently a witness to her son Mikey's birth. Mikey then begins to make commentary on his life and interacts with things through an inner voice which can also communicate with other babies.

On the last day of school before summer vacation, physical education teacher Freddy Shoop (Mark Harmon) is preparing to leave on a vacation to Hawaii with his girlfriend, Kim. Randy Bodek (Dempsey) is a rebellious college slacker, living with his girlfriend Jenny (Nancy Valen). Liz is a Los Angeles street prostitute. The audience first sees her attempting to get a customer on a busy downtown street near a tunnel. She addresses the audience directly on her life and problems throughout the film. When a van stops by, she gives it the brush off, recalling the last time she serviced a man in a van: it turned out there were several other men in the van, who gang-raped her and left her for dead. The movie picks up where it left off, where Mikey is expecting a sister and being the big brother. James and Mollie Ubriacco, now happily married, are preoccupied by Mikey's fear of monsters. When they get him to settle down, the two of them manage to have sex and conceive a second child; this time a girl. Mikey is excited at the prospect of being a big brother, but is also hampered by having to go through potty training. When Mollie goes into labor, her umbilical cord puts the baby in distress and the doctors have to perform a C-Section to save her life and Julie is born. She and Mikey do not get along as he imagined when they meet, and Mikey instead becomes jealous of the attention Julie is given.

Ted Forrest who works for the Dynasty Card Company is murdered by Keith Heading and his men on the street, they switch the tape before police arrive. Johnny Stewart (Wayans) is a lifelong con-man who meets a girl, Amber Evans (Dash), and tries to impress her by cleaning up his act and doing things the honest way. He becomes a mailroom clerk at the credit card firm where she works and soon finds that he needs money to impress Amber. So, he develops a scheme to commit identity theft (though this term was not used for the crime in 1992) with the credit card information of deceased cardholders that he has access to due to his mailroom position. He justifies his actions because he knows that he is only stealing from the company and not harming the individual cardholders. Chris Fields trains Johhny how to do the job,until Keith threatens Chris in the men's restroom making him feel scared. Lt Walsh asks Chris questions about Keith,Chris is stabbed and killed by Keith's hitman in the subway station. Lt Walsh investigates Chris's murder and find credit card receipts on him. Keith promotes Johnny from mailroom clerk to supervisor to replace Chris who was killed.

Randy Mason (Chris Carrara) is a teenage tech whiz who lives in a suburban neighborhood located somewhere in the state of California with his mother Marti (Derya Ruggles) and his father Brent (who's away for the duration of the film on a business trip). Randy designs and uses remote controlled models as a hobby, as well as using the modified controllers for other purposes as well. After being set up by a bully Ben (Jordan Belfi) who uses one of Randy's models to wreak havoc on the school project of his friend Jamaal (Kenneth A. Brown) and getting the blame for it, Randy arrives home to hear Marti saying on the answering machine that she is going to confiscate all of his models. Randy then decides to stash them at the model home which serves as his secret hideout. While hiding out there, He stumbles across three store robbers named Delbert McCoy (John Diehl), Louis (Tony Longo), and Louis' cousin Ritchie Marinelli (Stuart Fratkin). With the use of his remote control toys, as well as a little help from his captive friend and love interest Judy Riley (Jessica Bowman) an avid baseball player, Randy manages to apprehend the three fugitives.
