Après deux années passées sur le continent, Salvatore retourne dans sa Sicile natale. Alors qu'il rêve d'être accueilli en fils prodigue, il constate que les habitants de son village l'attendent, plutôt impatiemment, afin d'y dénouer un conflit d'ordre social. La question cruciale est celle-ci : faut-il occuper les domaines que la récente loi a expropriés et partagés et que la Mafia empêche qu'on leur distribue ? Les paysans entament une action pacifique, mais Salvatore veut aller plus loin : en labourant et semant, ils doivent provoquer une situation irréversible. Les paysans se mettent au travail, mais la Mafia les attaque à l'aube. Les carabiniers interviennent alors pour empêcher les combats. Ne s'avouant pas vaincue, la Mafia entreprend de contrôler l'affermage des carrières du voisinage. Simultanément, elle cherche à gagner à sa cause Salvatore, en l'achetant si nécessaire. Bien qu'il feigne d'accepter la négociation, Salvatore engage une campagne pour améliorer les conditions de travail dans les carrières. Un matin, Salvatore s'en prend violemment au chef local de la Mafia : celle-ci le liquide physiquement, une heure après. Le village entier, lui rendant hommage, assiste à ses funérailles.

À la fin du XIX siècle, un anarchiste italien, Giulio Manieri, coupable d'avoir semé la sédition dans un village d'Ombrie, est condamné à mort. The story begins near the end of World War II in Europe. A soldier, suffering from amnesia, is on a hospital ship being helped by Major Williams, a medical doctor. The soldier was the only one of four infantrymen to survive when Nazi dive-bombers destroyed the farm house they were fighting the Germans from. The soldier and the U.S. Army do not know who he is. This is because when the four men's dog tags were found afterwards, they had been blown off their bodies, and the Army does not know which of the four the surviving soldier is.

Specialist Ray Elwood (Joaquin Phoenix) is a U.S. Army soldier stationed in Stuttgart, Germany, in 1989. In the final stages of the Bosnian War in December 1995, United States Navy flight officer Lieutenant Chris Burnett (Owen Wilson) and pilot Lieutenant Jeremy Stackhouse (Gabriel Macht), who are stationed on an aircraft carrier in the Adriatic Sea, are assigned a reconnaissance mission by their commanding officer, Admiral Reigart (Gene Hackman). The mission goes smoothly until they spot suspicious activity in the demilitarized zone where NATO aircraft and the warring factions are prohibited from engaging in military activity. Burnett persuades Stackhouse to fly their F/A-18 Hornet off-course to get a close look and photograph the target. They are unaware that they photographed mass graves, and Serb soldiers see the jet. The local Bosnian Serb paramilitary commander, General Miroslav Lokar (modelled on Arkan and his Tiger militia, and played by Olek Krupa), is conducting a secret genocidal campaign against the local Bosniak population. Not wanting the mass graves to be discovered, Lokar orders the jet be shot down.
