Synopsis
The film follows a group of people in Birch County, California, a fictionalized city/county which is very similar to real-life Los Angeles, who after being ticketed for numerous traffic violations and as a result lose their licenses and driving privileges (and their vehicles impounded), are ordered by Judge Nedra Henderson (Sally Kellerman) to attend a driving course program in order to get their licenses and their vehicles back. However, the assigned teacher for this course, Deputy Henry "Hank" Halik (James Keach), is also conspiring with the judge in a plan to make sure these offenders fail miserably, and at any cost, making one of the offended individuals, landscaper Dana Cannon (John Murray), very suspicious of their scheme and enlisting his fellow students to expose their plot to sell their impounded vehicles.Actors

The film begins with Bobby finding a winning lottery ticket but Mike insists that it be returned to the rightful owner. Mike then invites people to the house to prove they are the owner but none are able to answer correctly what the original wrote on the back of the ticket. A local newscaster hears the story and Mike agrees to an interview in hopes of finding the original owner.

The plot of the movie revolves around a new television network called TunnelVision which is notably free of censorship and has thus become the most-watched channel in television history. In the then-future year of 1985, the president of TunnelVision (Proctor) is under Senate investigation led by a Senator (Hesseman) who wishes to shut down the channel due to its perceived widespread negative effects on the population of the United States. The bulk of the movie consists of commercials, shorts, and trailers for fictional movies that are usually not connected to one another. These are being shown during a Congressional Oversight Committee hearing as a representative day of TunnelVision programming. At the end of the film, the committee finds in favor of TunnelVision, but the network president is shot and killed by a crazed French chef who had been a running gag throughout the segments.

In the (then-near future) year 1998, the USA has run out of oil, and many Americans are living in their now-stationary cars and using other non-gas-powered means of transportation such as jogging, riding bicycles and rollerskating. Many Americans wear sweatsuits. In search of leadership, Americans elect Chet Roosevelt (Ritter) as President. Roosevelt, a "cosmically inspired" former governor of California, proves to have little else in common with Teddy Roosevelt or FDR other than his name. Roosevelt, an overly-optimistic man who quotes positive affirmation slogans, stages a number of highly publicized fund raising events, all of which fail. Real money comes in the form of loans from a cartel of Native Americans, led by billionaire Sam Birdwater (George), in control of Nike (which has been renamed "National Indian Knitting Enterprise").

A computer salesman charged with marketing a tiny computer that no one can operate, faces hypertension when he realizes that there is no way to sell the product and he is likely to lose his job. So he can get some rest, his wife offers to take their two kid's camping for a week. When his fellow salesman and best friend is fired and thrown out of his house by his wife, he moves in and immediately starts unending parties, which ultimately ends up the house on fire and Winkler arrested on multiple charges. Jay Martin is a 13-year-old who is competing for a scholarship with the headmaster's son, rival classmate and potential bully Ronny Van Dusen. The headmaster, Mr. Van Dusen, confiscates Jay's presentation and leaves it lying around his office. Ronny, alone in Mr. Van Dusen's office then copies the presentation. Jay breaks into Ronny's pool house when the Van Dusens are away in order to take his presentation back. However, their show dog, Camille, discovers Jay and follows him home. Camille goes crazy and wrecks the Martin's home when she goes too long without her medication. After Jay spends hours trying to comfort the dog, Camille withstands no more and explodes. Jay's brother, Mike, comes home and finds the house a mess and Camille with a nervous breakdown. After Jay's confession about what happened, and the loss of the dog, the two try to buy time to get the dog back. Mr. Van Dusen agrees to numerous ridiculous acts just to get Camille and his father in law off his back. Reaching his limit he finally calls the police to tap into the calls he usually received from the two boys. Jay and Mike, think up a plan and frames Ronny for the whole thing. In the end, Mr. Van Dusen's father in law becomes the new headmaster of the school while he becomes a secretary, Jay gets the scholarship after the competition is reopened and Ronny is sent to the Military Academy where his instructor is none other than Mike Martin. Camille has puppies and Jay receives one of them.
