Mudhalvan (English: Chief Minister) is a 1999 Tamil language Indian political thriller film co-written, directed and co-produced by S. Shankar. The film features Arjun, Manisha Koirala and Raghuvaran in the lead roles with Manivannan, Vijayakumar and Hanifa portraying other significant roles. The film featured an award-winning soundtrack composed by A. R. Rahman, cinematography by K. V. Anand and dialogues by Sujatha.
The film revolves around an ambitious TV journalist, Pughazhendi, who interviews the Chief Minister of Tamil Nadu. Pughazhendi asks the tough questions, the Minister starts trembling and asks him to put his money where his mike is, and become the CM for a day. After using up a few lifelines mentally, he agrees and does such a great job on his first day, that the voters eventually elect him to be their permanent leader. The subsequent unpopularity and jealousy that the Chief Minister goes through results in him taking revenge on Pugazhendi, and how he is stopped forms the crux of the story.
The film was released on 7 November 1999, as a Deepavali release. The film enjoyed positive critical acclaim while emerging as the highest-grossing Tamil film of 1999 as well as the highest-grossing of all-time until it was surpassed by Ghilli in 2004. The film ran for over 200 days in theaters and won awards on a regional scale. The film was then dubbed and released in Telugu as Oke Okkadu and later remade in Hindi as Nayak starring Anil Kapoor.
Synopsis
The story focuses on Television Journalist Pughazhendhi (Arjun) working for "Q TV". During riots triggered by a fight between some college students and bus drivers, which threaten to touch upon the touchy issue of castes, the CM of the state Raghuvaran reveals his unwillingness to take strong action to quell the violence for fear of estranging any of his political bases. To set things right, he then appears on a live interview with Pughazhendi, who had coincidentally captured the CM's earlier unwillingness to take a stand, on camera.Actors

Prabhu, the chairman of Chennai's Government Arts College, is asked by his Principal to invite the Governor of Tamil Nadu, Kakarlal Sathyanarayana Moorthy, to be the chief guest on the annual day of the college. When he goes to invite Kakarlal, he bumps into his daughter, Shruthi, instantly falling in love with her. To propose his love for her, he even joins in the same dance class as her. She too subsequently gets to know more about him and falls in love with him. Since there is considerable fear of terrorism in the state, Kakarlal does not permit his daughter to travel anywhere without bodyguards. On one occasion, she manages to give them the slip and runs away with Prabhu at a dance festival. Shortly after, there is the threat of a bomb being planted. Shruthi is immediately brought home and Prabhu is arrested. Shruthi is forbidden to see Prabhu. After being beaten severely, Prabhu is released from police custody and taken back home, tended by his police father Kathiresan. He then goes to meet Shruthi unaware of the changed circumstances. This is where he finds evidence that will lead him to a hideout of bomb specialist Mallikarjuna who is the mastermind of all the bomb blasts. Prabhu realizes that Mallikarjuna has been working for Kakarlal to kill innocent civilians with bombs. Kakarlal pays Mallikarjuna to put a bomb in Government General Hospital. Kakarlal betrays Mallikarjuna by killing him with a (bomb radio). Unfortunately, Mallikarjuna survives but he's wounded. Mallikarjuna changes the time, so the bomb can explode earlier. When Kakarlal shows up, he realizes that Mallikarjuna's still alive but Mallikarjuna disappears again. Prabhu and other people take the patients out of the Government General Hospital. Kakarlal, Kakarlal's wife, and Shruthi get stuck in an elevator. Prabhu finds the bomb and manages to get out of the hospital as soon as possible, so he can throw the bomb off the bridge into the water. The bomb explodes in the water. After Shruthi gets out of the elevator, a wounded Mallikarjuna breaks from the top and electrocutes Kakarlal to death. Mallikarjuna also dies because of blood loss. The film ends with the reunion of Prabhu and Shruthi. It's presumed that Prabhu and Shruthi got married.

Sivaji (Rajinikanth), an Indian software systems architect, returns to India from the United States. He aims to establish a non-profit trust called the Sivaji Foundation to build a network of hospitals and educational institutions to serve the poor free of charge. However, Adiseshan (Suman), an influential businessman, sees Sivaji as his competitor with the fact of the matter being that he runs profit-making educational institutions and hospitals. Sivaji is forced to bribe the corrupt civil service, but eventually, the bribes demanded become so high that he has to mortgage his house and sell his car to pay them. When Sivaji goes to court, he loses the case filed against him by Adiseshan regarding the methods Sivaji had used to open his foundation as a result of bribing numerous government officials. Simultaneously, Sivaji falls in love with a girl named Tamizhselvi (Shriya Saran). However, upon asking for his horoscope, an astrologer warns that their union will result in Sivaji's death. When Tamizhselvi refuses the proposal due to her concern for Sivaji, he calms her fears and convinces her to marry him.

Riots and violence cause deaths and destruction in Mumbai city but the Chief Minister Balraj Chauhan (Amrish Puri) because of some political motive, does not take any preventive step. TV reporter Shivaji Rao (Anil Kapoor) in a telly interview of Chauhan publicly brings to light the CM's disregard towards the elimination of the recent violence and his total failure as a CM working for the growth and development of the state. Chauhan, just to stick up for his political image, says to Rao snapping his fingers, "Sirf ek din... sirf ek din ke liye CM bannke dikhaao", (Become the CM just for a day), something that later became a popular and theoretical political concept in India where edification in political and social arena is a crying need. Rao accepts Chauhan's challenge and emerges as an efficient CM wiping out various socio-economic problems of the state and dismissing the corrupt government employees. Rao's beloved is played by Rani Mukherjee.

Lingesan (Vikram) is a bodybuilder from the suburbs of Chennai, whose main ambition is to become Mr. India. He wins the title of Mr. Tamil Nadu, which gives him entry to the Mr. India pageant. Ramanujam Iyengar, also known as Ambi, is an orthodox Brahmin and a straightforward consumer protection advocate living in Chennai. Nachiappan (Nassar) is a restaurateur in Los Angeles, USA. Venkat Ramakrishnan (Srikanth), Sevarkodi Senthil (Jiiva) and Panchavan Parivendan aka Pari (Vijay) are three first year engineering students who share a room in the hostel of Ideal Engineering College (IEC), Chennai. Venkat studies engineering to pursue his father's wishes over his own wish – to become a wildlife photographer, while Senthil studies engineering to get his family out of poverty. Pari, on the other hand, studies engineering for his simple passion for machines and devices. Munna (Siddharth Narayan), Babu Kalyanam aka Bob Galy (Bharath), Juju (Nakul), Krishna (Thaman) and Kumar (Manikandan) are five friends. They come from different backgrounds – Munna from a middle-class family, Bob Galy from a Telugu-speaking family, Juju from an academic-achieving family, Krishna from a rich family and Kumar from a poor family. But all of them have common interests – spending their time smoking, downing alcohol, ogling girls, watching pornography and complaining about their parents. Much to the chagrin of their parents, they have no interest in studies. They meet a depressed middle-age man, Mangalam (Vivek) in a bar one day and help him home after he passes out. Although they first use him as a source to get alcohol, Mangalam enjoys their company and becomes a mentor of sorts for the boys.They even go as far as hiring a prostitute(whose contact was obtained from mangalam) to have sex with while Munna's parents are out of station (Bhuvaneswari), but all of them back down at the last moment.
