Nolte plays the head of an elite group of four Los Angeles Police Department detectives (based on the real life "Hat Squad") who are known for stopping at nothing to maintain control of their jurisdiction. Their work has the tacit approval of L.A.'s police chief (Bruce Dern). A similar theme is the basis of a 2013 film, Gangster Squad, which Nolte also appeared in, and a 2013 television miniseries, Mob City.
Synopsis
In the early 1950s, a four-man squad of unorthodox Los Angeles Police Department detectives begins throwing its weight around by tossing Jack Flynn (William L. Petersen), an organized crime figure from Chicago, off a cliff on Mulholland Drive, nicknamed "Mulholland Falls" for all the men they have thrown off it.Actors

In Virginia, a rancher discovers dead bodies over his farm and decides to investigate. As he finds more bodies, he is killed by one of the assailants himself. Meanwhile, attackers use special explosives to break into an NSA bunker beneath the horse farm. There, NSA Agent Augustus Gibbons fends off the attackers before barely escaping himself. Sergeant Alabama "Bama" Cobb is later revealed to be responsible for the attack on the bunker. After escaping the attack, Toby Shavers, Gibbons's assistant, informs that, with the attack on the NSA bunker, Cobb also had Xander Cage, the XXX agent, assassinated in Bora Bora. To find a new substitute, Gibbons meets with Lt. Darius Stone (Ice Cube), a former U.S Navy officer, who is currently serving 9 of his 20 years sentence in Leavenworth for disobeying orders and breaking General George Deckert's jaw, who is now a rogue Secretary of Defense.

In 1987, Latif Yahia (Dominic Cooper), an Iraqi soldier fighting in the Iran–Iraq War, is called to become a "fedai" ("body double" or political decoy) for Uday Hussein (also played by Cooper), the playboy son of Iraqi president Saddam Hussein (Philip Quast). Latif comes from an upper-class family and had attended school with Uday, where the other students would remark on their likeness. Latif initially refuses the position, but is imprisoned and tortured, ultimately relenting when his family is threatened. Latif undergoes minor cosmetic surgery to perfect his resemblance to Uday and practices emulating the young Hussein's mannerisms and wildly volatile persona. He is given access to all of the luxurious benefits of the Husseins' fortune, including massive palaces, expensive wardrobes and Uday's Ferrari and various other exotic cars. Latif tries to resist Uday's exorbitant merrymaking and erratic behavior, at one point fleeing a nightclub in another of Uday's Ferraris to attempt to see his family, who believe he has died in the war. However, he is apprehended by Uday's bodyguards and given a whipping by Uday. After an appearance at a conference with several Kuwaiti leaders, an attempt is made on Uday's (Latif's) life, apparently by a member of a rebel opposition group, possibly a Kurd. The real Uday, though, is more concerned with the Kuwaitis, who he believes have been slant drilling into Iraq's Rumaila oil field.

Eight men eat breakfast at a Los Angeles diner before their planned diamond heist, most of them unknown to each other.
