A U.S. Navy pilot, Neil Smith (Steve Taschler), is caught in a mysterious storm of butterflies and crash-lands his plane whilst flying over a remote part of Korea. He is found by local villagers who nurse him back to health. In the small village of Dongmakgol, time appears to stand still. In Korea, AD 668. Kim Beob-min (Hwang Jung-min) is the king of the small southern Korean state of Shilla and makes a deal with China's Tang dynasty officials to have a combined strike against the larger northern Korean state of Goguryeo. The conditions of the agreement involve Shilla being given back the Korean state of Baekje. The combined troops march to Pyongyang Castle, where Goguryeo's Yeon Gaesomun (Lee Won-jong) dies and hands over command of the army to his second son Yeon Nam-geon (Ryu Seung-ryong). This action upsets his first son, Yeon Namsaeng (Yoon Je-moon) who is not as war-hungry as Nam-geon.

Specialist Ray Elwood (Joaquin Phoenix) is a U.S. Army soldier stationed in Stuttgart, Germany, in 1989. Bored with the lack of a war, he instead devotes his attention to black market deals, as well as cooking heroin for a gang of drug-dealing Military Police led by Sergeant Saad. As a supply specialist, Elwood poses as a model soldier and friendly confidant to his incompetent commanding officer, Colonel Berman (Ed Harris), who gives Elwood the opportunity to turn Army protocol to his advantage. Berman has no idea what supplies his subordinate is requisitioning or that Elwood is sleeping with his wife (Elizabeth McGovern).
