No Holds Barred is a 1989 action film produced by Michael Rachmil, directed by Thomas J. Wright, written by Dennis Hackin and starring professional wrestler Hulk Hogan (who is billed as executive producer alongside Vince McMahon). The film is produced by the World Wrestling Federation under a "Shane Distribution Company" copyright and was released by New Line Cinema on June 2, 1989. It was launched as an attempt to boost Hulk Hogan's acting career several years after his appearance in Rocky III.
Synopsis
Rip Thomas is the World Wrestling Federation Heavyweight Champion, and his appearances on network television have been a thorn in the side of Brell, the head of the struggling World Television Network. The day after Rip's most recent title match, Brell attempts to bribe the champion into joining his network, but Rip declines the offer. After Rip disposes of Brell's thugs on his way home, Brell visits the No Count Bar, where he comes up with his own wrestling program called Battle of the Tough Guys. The show is successful due to the introduction of Zeus, an ex-convict and former protege of Rip's trainer Charlie. Zeus wins the $100,000 tournament and becomes Brell's prized fighter.Actors

The film opens as normal while Rocky (Mathew Botuchis), Colt (Michael O'Laskey II), Tum Tum (James Paul Roeske II) are at the home of their Grandfather Mori (Victor Wong) for the summer to perform their ninja training. After being put to an obstacle course test and failing, Tum Tum overhears Rocky and Colt talking about no longer returning since they are older and have more adult things to do, depressing him. After they return home from their vacation, they meet Amanda (Chelsey Earlywine) when their heads are almost buzzed off when her out-of-control radio-controlled helicopter also broke one of their windows. After making amends, she is invited to Tum Tum's birthday party the following day at Mega Mountain which she accepts. Tum Tum is also very depressed when his favorite action hero Dave Dragon (Hulk Hogan) is set to retire and end his television series due to poor ratings, and even concerns his mother when she offers him food, to which he replies that he says "No thanks Mom, I'm not hungry".

The assassination of Tokyo governor Takayama (Mac Yasuda) causes a stir of public outrage in Tokyo, Japan. Upon hearing the news of the incident, the FBI asks the CIA's Tokyo office to investigate the killing, believing it to be linked to the Yakuza, a dangerous Japanese mafia. In year 689 of the Tang Dynasty, Wu Zetian is about to be crowned the first Empress in China despite opposition from Tang officials. To mark this occasion, she has a colossal Buddha figure built overlooking her palace. However, an official inspecting the Buddha's progress mysteriously erupts into flames. Penal officer Pei Donglai and his superior investigate and interrogates the supervising builder, a man named Shatuo, who was formerly imprisoned after he took part in a rebellion eight years ago. They find nothing, however, and Pei's superior dies soon after in the same manner as the official.

In 1905, Sun Wen intends to go abroad to Hong Kong, then a British colony, to discuss his plans with fellow Tongmenghui members to overthrow the corrupt and crumbling Qing dynasty in China. Empress Dowager Cixi sends a group of assassins, led by Yan Xiaoguo, to kill Sun. Revolutionary Chen Shaobai arrives in Hong Kong a few days before Sun's arrival, to meet Li Yutang, a businessman who provides financial aid for the revolutionaries. As Sun Wen's arrival day draws near, trouble begins brewing in Hong Kong as Chen Shaobai's acquaintances are murdered and Chen himself is kidnapped by the assassins during a raid. Li Yutang decides to officially declare his support for the revolutionaries after the newspaper agency is closed by the British authorities, who do not interfere in China's political situation. Li rallies a group of men, including rickshaw pullers, hawkers and a beggar, to serve as bodyguards for Sun Wen when he arrives. Li's son, Chongguang, is chosen to act as a decoy for Sun Wen to divert the assassins away while Sun attends the meeting and leaves Hong Kong safely.
