The film dissects the aftermath of the Rodney King verdict and the ensuing riots through four narratives. A Chinese liquor store owner tries to come to an understanding with his assimilating teenage son who sees his father's old world ways and non-aggressive Buddhism as signs of weakness. A Hispanic teenager tries to live a straight life and do well in school so he will not make the same mistakes his older brother had made, and be able to provide as best he can for his current and future family. A white LAPD officer struggles with obligations from his new girlfriend and not-quite-ex-wife, while confronting a surprisingly gung ho attitude from his fellow officers. An African American middle class man who has recently moved his new family out of "the ghetto", visits the store his father used to own in the old neighborhood and seeks to give some good news to his mother who has vivid memories from living through the Watts riots less than thirty years prior. These four stories are nominally separate vignettes, but interact with each other throughout the film.

A group of young men in Africa, undergo a rite of passage symbolizing their change from boyhood into manhood. In rural China, a heavily pregnant Jin Ping is caught by Chinese military men with crates of black market blood in her van. The blood is destroyed and she is subsequently gang raped. Jin Ping is then shown visiting a village and convincing the inhabitants to give blood for $5 each. They all agree, except Tong Sam, a rice farmer, as he is unable to give blood as he is sick. However, as Jin Ping's equipment is not safe, most of the people in the village contract HIV and die of AIDS, including Tong Sam's family. The military men led by Xuan arrive in the village to help with the disease, and they help Tong Sam grow rice, which he then gives out to his remaining neighbors. Government officials arrive in the town to test people for AIDS, but the testing is $10 per person, which one neighbor thinks is a scam because it "cost $5 when she gave me the virus.

In 1908 Titoe (Kyoko Tsukamoto) arrives in Brazil, a Japanese coming to the country in attempt to get money from work and then return to Japan to be able to follow her life in the home country. In 1935, now with her daughter Shinobu (Nobu McCarthy) born and without enough money to return to Japan, Titoe decides to buy her first plot of land in Londrina. The Second World War, and its consequences for Japan end up further delaying Titoe's plans to return to the country, especially after Kazumi and Maria (Tamlyn Tomita), her grandchildren were born. Maria marries Gabriel (Jorge Perrugoría), gaijin son of a Spanish father and Italian mother, with whom he has two children: Yoko (Lissa Diniz) and Pedro. The business of Gabriel is going well, until the seizure made by the Collor Government in 1990 leads to bankruptcy. Without alternatives, Maria and the children will live with Titoe while Gabriel embarks to Kobe, intending to work temporarily and raise money for the family.

The film centers on two main characters: Lazarus Redd (Samuel L. Jackson), a deeply religious farmer and former blues guitarist, and Rae Doole (Christina Ricci), a young sex addict. Retired thief, Roy Egan (Harvey Keitel), comes out of retirement to help his youngest brother, Lee (Timothy Hutton), with a jewelry heist in Palm Springs. Along for the job are hired muscle, Jorge Montana (Wade Dominguez), and wheelman, Skip Kovich (Stephen Dorff), but Skip is running late. While they wait for Skip, the three men prepare for the heist by surveying the jewelry store they're planning to rob. Elsewhere, Skip is doing business with gunrunner, Odell Williams (Michael Jai White), who offers Skip his services, in case he needs anything. Once Skip finally arrives to the rendezvous spot, a trailer park, he joins the crew and the heist happens, the next day. Everything went down without a hitch, thanks to Jorge's scrambling of the police monitors and traffic signals.
