In 1982, Ari Folman was a nineteen-year-old infantry soldier in the Israel Defense Forces (IDF). In 2006, he meets with a friend from his army service period, who tells him of the nightmares connected to his experiences from the Lebanon War. Folman is surprised to find that he remembers nothing from that period. Later that night he has a vision from the night of the Sabra and Shatila massacre, the reality of which he is unable to clearly recall. Michael Moore begins by introducing himself and his family through 8 mm archival home movies; he describes himself as the Irish American Catholic middle-class son of a General Motors employee assembling AC spark plugs. Moore chronicles how GM had previously defined his childhood in Flint, Michigan, and how the company was the primary economic and social hub of the town. He points out that Flint is the place where the Flint Sit-Down Strike occurred, resulting in the birth of the United Auto Workers. He reveals that his heroes were the Flint natives who had escaped the oppressive life in GM's factories, including "Flint's most famous native son," game show host Bob Eubanks.

In October 1962, U-2 surveillance photos reveal that the Soviet Union is in the process of placing missiles carrying nuclear weapons in Cuba. President John F. Kennedy (Bruce Greenwood) and his advisers must come up with a plan of action to prevent their activation. Kennedy is determined to show that the United States will not allow a missile threat. The Joint Chiefs of Staff advise immediate U.S. military strikes against the missile sites followed by an invasion of Cuba. However, Kennedy is reluctant to attack and invade because it would very likely cause the Soviets to invade Berlin, which could lead to an all-out war. Citing The Guns of August, Kennedy sees an analogy to the events that started World War I, where the tactics of both sides commanders had not evolved since the previous war and were obsolete, only this time nuclear weapons are involved. War appears to be almost inevitable.

In the 1997 general election, Tony Blair (Michael Sheen) becomes Britain's Labour prime minister. However, the Queen (Helen Mirren) is wary of Blair and his pledge to modernise Britain, despite his promises to respect the Royal Family. Three months later, Diana, Princess of Wales dies in a car crash at the Alma Bridge tunnel in Paris. Blair's director of communications, Alastair Campbell (Mark Bazeley), prepares a speech in which Diana is described as the people's princess. The phrase catches on and millions of people across London display an outpouring of grief at Buckingham and Kensington Palaces. Meanwhile, the Royal Family is still at their summer estate in Balmoral Castle. Diana's death sparks division amongst members of the family, with some of the view that since Diana was divorced from Prince Charles (Alex Jennings) a year prior to her death, she was no longer a part of the royal family. They argue that Diana's funeral arrangements are thus best left as a private affair of her noble family, the Spencers. Charles, however, argues that the mother of a future king cannot be dismissed so lightly, and persuades the Queen to authorise the use of an aircraft of the Royal Air Force to bring Diana's body back to Britain.
