One Tough Bastard, also known as One Man's Justice, is a 1995 film written by Steven Selling, directed by Kurt Wimmer and starring Brian Bosworth and Bruce Payne.

Synopsis

Karl Savak (Bruce Payne), a "rogue FBI agent", is attempting to steal and sell military weapons. When stealing weaponry, one of Savak's henchmen, Marcus, kills Darlene and Marianne North, the wife and daughter of John North (Brian Bosworth). John North himself is shot and lapses into a coma for eight weeks. When he regains consciousness he discovers that Savak has put Marcus onto a witness protection program. As a result, North decides to enact his own justice and seeks revenge on Savak and his henchmen.

Equilibrium is set in 2072 in Libria, a city state established by the survivors of World War III that devastated the world, where a totalitarian government requires all citizens to take daily injections of "Prozium" to suppress emotion and encourage obedience. All emotionally stimulating material has been banned, and "Sense Offenders" – those who fail to take their Prozium – are put to death, as the government claims that the cause of all wars and violence is emotion. Libria is governed by the Tetragrammaton Council, led by "Father", who is seen only on giant video screens throughout the city. At the pinnacle of Librian law enforcement are the Grammaton Clerics, who are trained in the martial art of gun kata. The Clerics frequently raid the "Nether" region outside the city to search for and destroy illegal materials – art, literature, and music – and execute the people hiding them. A resistance movement, known as the "Underground", emerges with the goal of toppling Father and the Tetragrammaton Council.

As the Asian proverb says, "In the shadow of every crime is a woman" and that holds true for Vic as his grifter girlfriend Thea (Lisa Arturo) and Frank's ex, the exotic, sultry, Layla (Michele Lombardo) have their own agendas as they both try in their own way to use and manipulate their men. As Vic tries to juggle all this as well as kill the witnesses to pay off his debt to Santo, and at the same time avoid Ray's wrath, he is pursued by crooked vice cop Ford (Neal McDonough) who's relentless as he turns up the heat on Vic and Frank. On top of all this, it doesn't help that Asian crime lord, Cho (Garret Sato) and his henchman Butch (James Russo) are applying their own brand of pressure on Vic and Frank. They want to take out Santo and Ray, using Vic and Frank as pawns in their game of revenge and murder. In the end, Vic settles all scores as these competing factions come crashing together in the violent, action packed climax.
