The movie opens in 1972 as a group of gunmen wearing Richard Nixon Halloween masks steal evidence from a police evidence storage unit, killing several officers in the process. Officer Dennis Meechum (Brian Dennehy) is seriously wounded after stabbing one of the robbers. He survives and publishes a book titled Inside Job based on his experience. Years later, Meechum, who by now has become an acclaimed author and a much decorated Detective, is working on his next novel. He now suffers from writer's block, and is a widowed father raising his daughter, Holly (Allison Balson).

In 1943, having expended enormous resources on recapturing escaped Allied prisoners of war (POWs), the Germans move the most determined to a new, high-security prisoner of war camp. The commandant, Luftwaffe Colonel von Luger (Hannes Messemer), tells the senior British officer, Group Captain Ramsey (James Donald), "There will be no escapes from this camp." Von Luger points out the various features of the new camp designed to prevent escape, as well as the perks the prisoners will receive as an incentive not to try. In 1973, Major Charles Rane (William Devane) returns home to San Antonio with Master Sergeant Johnny Vohden (Tommy Lee Jones), and two other soldiers, after spending seven years as a POW in Hanoi.
