Four years (2116AD) after the death of Shogo Makishima and the disappearance of Shinya Kōgami, the Japanese government has begun to export the Sibyl System technology to other countries, with plans to ultimately spread it throughout the world. A state in the midst of a civil war, SEAUn (the South East Asia Union, pronounced "shian"), brings in the Sibyl System as an experiment, and the coastal town of Shambala Float achieves temporary peace and safety. But then terrorists from SEAUn appear in Japan, slipping through the Sibyl System and attacking from within, drawing Akane Tsunemori and her team to Shambala Float (based in what was once Cambodia) to investigate.

In 2028, multinational conglomerate OmniCorp revolutionizes warfare with the introduction of robotic peacekeepers capable of maintaining law and order in hot spots such as Iran. Led by CEO Raymond Sellars, the company moves to market its tech to domestic law enforcement, but the passage of the Dreyfus Act, forbidding deployment of drones on U.S. soil, prevents this. Aware that most Americans oppose the use of military systems in their communities, Sellars asks Dr. Dennett Norton and his research team to create an alternative. The result is a proposal for a cyborg police officer. However, Norton informs Sellars that only someone who is stable enough to handle being a cyborg can be turned into one, and some candidates are rejected.

In Cencoroll, large, mostly white amorphous creatures have been appearing in a town modeled after Sapporo, Hokkaidō, Japan. Tetsu (テツ) (Hiro Shimono) is a male high school student who keeps one such shapeshifting creature named Cenco (センコ, Senko), which he can control via telepathy, though wants to keep it a secret. An inquisitive girl named Yuki (ユキ) (Kana Hanazawa) chances upon Cenco at school when it is transformed into a bicycle. After Tetsu arrives to retrieve the bicycle, Yuki inadvertently causes Cenco to transform back into its normally large form by poking it in the eye. Yuki is much more interested in Cenco than Tetsu and accompanies them into town. There, a boy named Shū (シュウ) (Ryōhei Kimura), who controls two of the creatures, confronts Tetsu in order to obtain Cenco. Tetsu manages to fend off Shū's attacks while also protecting Yuki, and they leave while Shū's creature is incapacitated. His fit makes Doraemon angry and he uses his Anywhere Door to get anyway from the summer heat cool off at the North Pole. Sometime later, Nobita follows and a discovers a strange bowling ball-like orb which starts blinking with a pulsating light, and summons what looks like a giant robot´s foot. After Nobita uses the foot to sled down, crashing into his room through the Anywhere Door, the bowling ball follows him home through the door and another robot piece falls into his backyard. A frozen Doraemon follows soon after, covered in ice before being thawed out and with a cold. Learning of the robot parts, Doraemon admits to Nobita that he has nothing to do with it as the two use the Opposite World Entrance Oil and the Roll-Up Fishing Hole to enter the World Inside the Mirror, an alternate mirror world without people. There, they built the robot which Nobita christens the name "Zanda Claus" as he believed the sphere summoning the parts is from Santa Claus.

Arsène Lupin III, grandson of the legendary gentleman thief Arsène Lupin, is a member of the Hong Kong-based thieving ring known as The Works, which specializes in stealing valuable objects from wealthy owners. Lupin beats his fellow Works members Fujiko Mine (his would-be lover), Pierre (a computer genius) and Jiro to the theft of a valuable medal in Singapore, but is forced to surrender it to his rival, Michael Lee, when he threatens to kill him and Fujiko. At a meeting of The Works, Fujiko is hailed as the culprit behind the theft (thanks to Michael's machinations), and Thomas Dawson, the leader of the organization, shows them the most valuable item in The Works' possession - the Crimson Heart of Cleopatra, a necklace commissioned by Mark Antony to symbolize his love for the Queen of the Nile. However, a ruby of Cleopatra's intended to complete the necklace has not yet been recovered. A trio of thugs led by Michael - Royal, Saber and Maria - steal the necklace and kill Jiro and Dawson, apparently in revenge for 'Edward Lam', resulting in the dissolution of The Works.
