Brick Bardo (Thom Mathews) is out to avenge the death of his brother, who was set up in a scandal involving illegal fight fixing in a kickboxing circuit and was killed before he could expose the true culprits. Along with his vicious femme fatale Max (Marianne Taylor), he manages to track down four former fighters who were involved in the scandal and had sufficient motive to want his brother dead: janitor and father, Billy Munoz (Benny "The Jet" Urquidez); Connie Angel (Hope Marie Carlton); arrogant and brash Brent Caldwell (Dale Jacoby); and powerhouse, Mike Johnson (Thunderwolf). He has them drugged, kidnapped and brought to an empty fighting arena where he plans to fight them all to the death in front of each other until either one of them kills him or one of them is revealed as his brother's murderer. As Brick engages each of them in one on one combat, it becomes clear that not everything is what it seems and not everyone is as innocent as they claim to be.

The story centers around Max Havoc (Mickey Hardt), an ex-kickboxing champion known as "Mad Max", turned globetrotting sports photographer. While photographing an outrigger canoe race from a jet ski, Max rescues Christy Goody (Tawney Sablan), a vacationer who was about to be unwittingly run over by the canoes. In the process, he knocks over one of the canoes, earning the wrath its head rower, Moko (Pyun veteran Vincent Klyn). He is also admonished by Jane (Joanna Krupa), Christy's sister, for his brazen driving. However, she later apologizes and agrees to a dinner date.

The cyborg Gabriel was created to destroy all other cyborgs. He later rescues Nea by killing the cyborg Simon. Gabriel trains Nea to become a cyborg killer and help him. They continue to kill cyborgs until Gabriel is torn in half by one of his targets and taken to the cyborg camp. Nea follows Jacob and challenges the cyborg leader Job to a fight. Finding Gabriel she straps him to her back and they battle cyborgs until Gabriel can attach a dead cyborg's legs to himself. They pursue Job, but before they can catch him the Master Builder captures Nea's brother, taking him to Cyborg City. During a battle Job tells Gabriel that the cyborg population can't be stopped. Job dies moments later. Gabriel and Nea ride off in search of her brother.
