In 1979, a truck driver Thomas (Luke Ford) arrives in Dampier, Western Australia, late one night. Upon entering the town pub he sees the silhouettes of a group of men, one of whom is holding a gun. Believing it is a murder, he rushes into the next room, where he sees that the men are trying to put down an apparently sick dog (Koko). Unable to bring themselves to carry out the euthanasia, the men, with Thomas, retreat to the bar.

Set after the events of the first film, Babe (now voiced by Elizabeth Daily) and his master, farmer Arthur Hoggett (James Cromwell), are given a welcome home parade after Babe's success as a "sheepdog". One day, Babe inadvertently causes an accident to befall Arthur, who ends up in the hospital. Esme is unsuccessful tending the farm on her own. A few days later, two men from the bank tell her she and Arthur have not paid their rent on time, and at the end of the month, Esme and Arthur will soon be evicted from their farm. Among the many letters from their fans, Esme locates one saying that if she enters Babe in a sheepdog herding contest, held at a fair far away, she will win a large amount of money. She decides to enter Babe instead, and they leave the farm together.

The action takes place in the years 1958-1959 in Sweden. Troubled 12-year-old Ingemar (Anton Glanzelius) gets into all sorts of trouble, which drives his mother (Anki Lidén) crazy; Ingemar does not know that his mother is in fact terminally ill. When he and his older brother become too much for her, they are split up and sent to live with relatives. The film opens with an unsuccessful professional clown, Norman F. Snively, and his dog by the name of "Old Blue," doing a show at a birthday party. Due to the dog causing trouble at the birthday party and both being tossed out of the house, Snively angrily takes him in a kennel to a dog pound, until the kennel falls off his truck. The dog is homeless until he meets a 12-year-old boy, Josh Framm (whom the plot mainly revolves around). After the death of his father, who died in a plane crash during a test flight (indicated in the headline of a framed newspaper article briefly read by Josh), Josh moves with his family from Virginia to Fernfield, Washington. Due to heartbreak over his father's passing, he is too shy to try out for his middle school's basketball team and to make any friends. He instead becomes the basketball team's manager, an absurd offer by coach Joe Barker which he accepts. He practices basketball by himself in a makeshift court that he sets up in a disused allotment, where he first meets the dog, naming him Buddy. Josh soon learns that Buddy has the uncanny ability to play basketball.

Chance, a disobedient American Bulldog (voiced by Michael J. Benji is a lovable stray dog who lives in a small Texas town where he has befriended many local people, each of whom calls him by a different name, but the people he likes best are two school-age children (Paul and Cindy) and their housekeeper, Mary. Paul and Cindy's father, however, doesn't want a dog around the place. One day Benji befriends a stray dog (presumably a Maltese) that Mary calls Tiffany, and the kids beg their father to allow them to keep her and Benji, but he refuses. Benji escorts Tiffany to his hide-out, an apparently abandoned house. Two people later break in and bring a kidnapped Paul and Cindy into the house. Benji rushes to "tell" George and Mary of the kids' whereabouts but is shooed out. He then grabs the ransom note, but it gets taken from him and poor Benji is a loss at what to do next. He follows two policemen into the station and gets locked in and seems doomed until he accidentally turns on the drive-through intercom and the policeman lets him out. He goes back to the old house and spots a failed try at writing the ransom note and an idea strikes him. He grabs the crumpled note but is grabbed by one of the kidnappers and Tiffany rushes out and bites him and gets a vicious kick in return (she is not killed but apparently injured). Benji races back to Mary the kids' Dad, but Linda beats him there. The rest is for you to see. Camp never revealed the plot to the press but rather spoke of the essence of the movie: "It's a love story about a dog struggling against the odds to accomplish something that most people would consider to be impossible; and it's the first film ever in which a dog actually acted and expressed emotion on the screen. He was more or less the three-dimensional character in the film and the people were more or less the props. The dialog is in the eyes of the dog." Many film critics stated that Benji deserved a Best Actor Oscar for his acting.

In 1927, silent film star George Valentin is posing for pictures outside the premiere of his latest hit film when a young woman, Peppy Miller, accidentally bumps into him. Valentin reacts with humor to the accident and shows off with Peppy for the cameras. The next day, Peppy finds herself on the front page of Variety with the headline "Who's That Girl?" Later, Peppy auditions as a dancer and is spotted by Valentin, who insists that she have a part in Kinograph Studios' next production, despite objections from the studio boss, Al Zimmer. While performing a scene in which they dance together, Valentin and Peppy show great chemistry, despite her being merely an extra. With a little guidance from Valentin (he draws a beauty spot on her, which will eventually be her trademark, after finding her in his dressing room), Peppy slowly rises through the industry, earning more prominent starring roles.
