Scooby-Doo! and the Goblin King is the twelfth in the series of Scooby-Doo direct-to-video films produced by Warner Bros. Animation (though it used a Hanna-Barbera logo at the end of the movie). This movie, along with the next film Samurai Sword were both produced and completed in 2008, but Goblin King was released first in time for the Halloween season. It was dedicated to Paulette Oates, who helped resurrect Warner Bros. Animation in the late 1980s. All the main voice actors of Mystery, Inc. reprise their roles. The DVD was released on September 23, 2008. This is the first Scooby cartoon produced entirely without either one of the original creators, William Hanna and Joseph Barbera.

Unlike the previous seven movies, this movie implies to be a mix-up/parody film, similar to Zombie Island, Witch's Ghost (which previously featured Tim Curry), Alien Invaders and Cyber Chase, by making all the fantastical elements of the story real. It is also significant in the fact that it shows Shaggy and Scooby being the main characters, something that has not been seen since the television movies of the 80's. The film is a bit more light-hearted than others. It is the 5th, as well as the 2nd-to-last, movie that involves Scooby and the whole gang where the monsters all turn out to be real, instead of a person in a costume.

Synopsis

The Mystery, Inc. gang visit a Halloween carnival on Halloween night; however, when the magician "The Amazing Krudsky" (voiced by Wayne Knight) does not allow Scooby to see his show, he and Shaggy accidentally expose Krudsky as a fraud during one of his acts, resulting in the gang getting kicked out of the carnival. Later, the rebellious Fairy Princess Willow (voiced by Hayden Panettiere) enters Krudsky's tent, where he secretly reveals his wishes to become a real magician. The fairy inadvertently causes Krudsky to notice her on the Goblin Scepter in a spell book, which can be combined with fairy magic to control Halloween. Krudsky then gets an idea to obtain the scepter and rule the world with it. Willow decides to toy with him, but while flying, she accidentally slams her small body against a metal chair knocking her out; Krudsky then crushes her with his flyswatter. When he notices her cry of pain from being crushed, he sees that she is a real fairy, kidnaps her, and absorbs her magical powers, thus becoming a real magician.

Fred is treating the Mystery Inc. gang to share in his birthday present: a mystery cruise, compliments of his parents Skip and Peggy. While preparing for the ship launch, Scooby and Shaggy have a creepy encounter with a sinister-looking cloaked man, whom the duo are sure is up to no good. The gang meet the hyper Cruise Director, Sunny St. Cloud, and the captain, Captain Crothers. The Captain says they are bound for the Bermuda Triangle, and St. Cloud promises some creepy intrigue. A montage of sloppy "mysteries" that are staged by St. Cloud and Captain Crothers follow, which the gang solves with ease. This peeves the other guests, who have no mysteries to solve now. Soon they rescue a man lost at sea, who tells of an encounter with ghost pirates. The gang naturally assumes that this is a setup to another mystery. He is taken below deck as a man in a jetpack appears from the sky and lands on deck. He turns out to be Biff Wellington, an English billionaire who is known to be fun-loving yet eccentric. He plans to stay on the ship as well.

The film begins with an introductory song by Tulie, a bayou dweller, who tells the story of Valdronya and the Mystery Inc. Gang. After solving the mystery of a Cockroach Monster that terrorized a factory, Fred, Daphne, Velma, Shaggy, and Scooby decide to take a much needed vacation. Velma drives everyone to Chauve Sourie Ville, a small town in Louisiana which is hosting a vampire festival called "Vampire Palooza." They meet Lita Rutland, the festival organizer, who explains that tourism is down and the festival is losing money. They also meet their host, Vincent Van Helsing, who runs a vampire museum and is an aspiring author, although his books are not selling. Jesper Poubelle, an anti-vampire agitator, is also stirring up trouble by protesting the festival. Van Helsing takes the Gang back to his museum and shows them various jewelry and a glass-faced casket containing the inert body of Valdronya, a centuries-old vampire.

Scooby and Shaggy take the gang to a comic book convention called the "Mega Mondo Pop! The Mystery, Inc. gang travel to Loch Ness in Scotland to see the famous Blake Castle, the home of Daphne Blake's Scottish ancestors as well as her cousin, Shannon. The castle grounds are home to the first annual Highland Games, composed of many traditional Scottish sports. When they arrive, Shannon informs them that the castle has recently been terrorized by the Loch Ness Monster. Shannon says she has seen the monster and it is indeed real, a position shared by Del Chillman, the Loch Ness Monster enthusiast and amateur cryptozoologist, and Professor Fiona Pembrooke, a scientist who has stalked her whole career on proving the monster exists. Taking the opposite end of the argument are Colin and Angus Haggart, their father Lachlan, local competitors in the games, and Sir Ian Locksley, the head judge of the games (as well as director of the Scottish natural history museum). Locksley and Pembrooke share a mutual hatred for each other (she was Ian's research assistant at his museum until he fired her for spending too much time on the Loch Ness Monster's trail).

The gang goes to Egypt to surprise Velma, who has been restoring the famous Sphinx for the past six months with Prince Omar. However, the Mystery Machine runs out of water in the radiator. Scooby and Shaggy try to find water for the Mystery Machine, and find a lake with a water which turns out to be a mirage. The gang meets an Egyptian nomad Amahl Ali Akbar and his hawk Horus. With their help, the gang is able to get to the Sphinx and meets "Fear Facers" host Rock Rivers whose show was recently canceled because he faked some footage. He then tells them of the curse. Scooby smells a familiar smell and leads the gang to Velma. Velma is surprised and introduces Omar to her friends. Velma then shows an ancient necklace which she found with the tomb of Queen Cleopatra. Suddenly, a nasty grave robbing scientist and treasure hunter named Dr. Amelia Von Butch and her minions appear to loot the tomb.

Scooby-Doo and the gang travel to Atlantic City, where Fred enthusiastically takes them to see The Brancusi Circus. They arrive to find that the circus does not open until tomorrow, but decide to look around when they notice that the front door is unlocked. Whilst searching, they meet a man who is pursuing a werewolf that has intruded into the circus. The werewolf attacks the gang, but is eventually scared off by Velma, using a spotlight. The man thanks the gang and introduces himself as Marius Brancusi, the ringleader. Marius inherited the circus from his uncle last year and has been working to modernize it. He informs the gang that the werewolf they had encountered has been shadowing the circus for a few months, has scared off many of his artists, and has stolen jewelry wherever they are. He even suspects that the werewolf might be one of his own artists. Velma notices that this incident alludes to a case during the 18th century, in Ingolstadt, where a werewolf named Hans collected a combination of jewels which enabled him to change into a werewolf at any time. After the gang tells Marius that they solve mysteries, Marius hires them to go undercover as circus performers.

At a Tokyo museum of ancient history, Mr. Takagawa, the curator, and Kenji, a janitor, witness the resurrection of The Black Samurai, an ancient Japanese warrior whose armor was to be the newest exhibit at the museum. The next day, the Mystery Inc. gang arrives at Tokyo, where Daphne is to participate in a martial arts tournament at a prestigious school. The gang meet Daphne’s friend Miyumi, who explains the difficulty of winning the tournament and entering the school as a student. The gang and Miyumi take a fully functioning robotic plane to the school, which is run by Miss Mirimoto. After Daphne defeats Miss Mirimoto’s bodyguard, Sojo, and almost defeats Miyumi, Mirimoto tells her she shows promise as a fighter. Also at the tournament is Mr. Takagawa, who explains to Mirimoto that the Black Samurai has risen and will be after the Destiny Scroll, which is at the school. That night, during a feast, the Black Samurai and his Ninja warriors attack the school and steal the scroll. But Mirimoto explains the scroll was only a copy, and shows the gang the real one. Mr. Takagawa explains to the gang the legend of the Black Samurai.

The movie opens with Daphne Blake trying to pass her driver's test and get her license. She is in the Mystery Machine. Velma Dinkley tells her she can do it, yet despite the encouragements, Daphne crashes the van into a tree. Later she and Velma win a lottery that takes people into space. Shannon tells Daphne that she scored the highest on the space test she and her friends took, much to Velma's surprise. This causes Velma to become bitter towards Daphne.
