Gérald Boulet was in music from an early age. In the end of the 1960s, he founded the rock band Offenbach with his brother Denis. The group saw great success and peaked in the 1970s with the joining of Pierre Harel. After many years, Offenbach disbanded and Boulet started a solo career with great success in Québec. After many years of drug and alcohol abuse, he was diagnosed with colon cancer and died in 1990, at the age of 44.

Au début du film, David Bouchard (Patrick Huard) s'enfuit à bord d'une voiture luxueuse qu'il vient de voler dans un stationnement. Bien qu'il soit poursuivi par deux automobilistes, il rejoint discrètement un garage clandestin, où la voiture sera modifiée. Quelques instants plus tard, des policiers entrent en force dans le garage et Bouchard est confronté à son ancien partenaire, Martin Ward (Colm Feore). Pendant qu'ils se battent, Bouchard explique que le chef du réseau de voleurs est absent du garage. Ward accepte de jouer au prisonnier en contrepartie d'une plus longue explication. Bouchard et Ward s'enfuient, les deux policiers simulant un enlèvement. Près d'un cours d'eau, Ward, officier de la GRC, explique à Bouchard, agent de la Sûreté du Québec, qu'il devient de facto son subalterne. Bouchard conteste, mais plie de crainte de perdre tout soutien. Il rajoute qu'il doit retourner auprès du chef du réseau, mais doit être blessé pour que les criminels croient à son histoire. Ward explique que lui aussi doit montrer des signes de lutte. Chacun inflige donc une blessure à l'autre. Ensuite, les adjoints de Ward se présentent sur les lieux ; Ward explique qu'il doivent agir comme si Bouchard s'était enfui et donc chercher des indices pour satisfaire les journalistes.

Emprisonné depuis 6 ans, Max reçoit régulièrement des nouvelles de son fils Theo. At the Tarasco bar in Mexico, an American man tells the story of how he witnessed a massacre in another bar committed by a Mexican with a guitar case full of guns. The bar's patrons are uninterested until the American mentions the name "Bucho." Meanwhile, El Mariachi has a dream of his encounter with Moco that left his lover dead and his hand shot. He is awakened by the American, who tells him to continue his search for Bucho at the bar. El Mariachi travels to the town and meets a child to whom he gives some guitar playing tips. At the Tarasco bar, El Mariachi engages in a tense standoff with Bucho's goons before a massive gunfight erupts. He kills everyone in the bar, but is followed outside by a man named Tavo. On the street, Tavo shoots El Mariachi twice before being killed himself. El Mariachi is then sheltered in the local bookstore by Carolina, the owner. Bucho arrives at the bar to survey the carnage and hears the kid from earlier playing his guitar by the door. A paranoid Bucho orders his men to hunt down the man with a guitar case full of guns.

The film opens to the sounds of a couple having sex. Afterwards, Carlos the Jackal (Aidan Quinn) kills a spider in its web with his cigarette and evicts the woman (Lucie Laurier) from his room because he claims he has work to do. He is seen donning a disguise, and he walks to a cafe where CIA officer Jack Shaw (Donald Sutherland) is sitting at a table outdoors. He recognizes Shaw and asks for a light. Shaw does not recognize Carlos, because of his disguise, but he turns to watch Carlos enter the cafe. He watches as Carlos detonates a grenade, killing dozens of people.

Martin McGartland (Jim Sturgess) is a 21-year-old street hustler from Northern Ireland, living in the late 1980s. The Irish Republican Army wants to recruit him, but he is reluctant because of what he sees as their cruel street justice. Because of his connection to the community, the British police want him to infiltrate and spy on the IRA. Marty agrees because of the car and money he gets from the police and because he despises the IRA. The IRA accepts him as a Volunteer and in that position he learns of various planned attacks. He then informs Fergus, his police contact, to prevent these attacks. He builds up a new sense of self-esteem, but he cannot tell his family and friends about his activities. Even his new girlfriend Lara (Natalie Press) only notices that he seems to do some work for the IRA, which worries her.
