The film opens with an IRA ambush of a police convoy carrying two captured members of the IRA. Irish Police Inspector Hannay (John Lodge) and British Captain Wiltshire of the Royal Intelligence Corps (John Loder) both turn out to be in love with Maureen Elliot (Antionette Cellier) sister of the IRA leader. The IRA leader is subsequently shot by Wiltshire. Hannay realises that Maureen is in love with Wiltshire and, as a final gesture, takes the blame for shooting her brother himself. Maureen then helps Captain Wiltshire to escape an IRA trap.

Struggling Tyneside barber Will Kobling (Richardson) is in financial trouble. One evening, opportunistically and on impulse, he steals £100 from a local factory where a window has been accidentally left open. He hopes the money will represent a new start for him and wife Kit (Wynyard). His hopes are soon dashed when Kit confesses to being heavily in debt to local draper Pilleger (Henry Oscar), who has been pressuring her to pay up. Most of the stolen cash has to go on settling Kit's debt.

The Duke Philippe de Beauvais smuggles his own son into the prison cell where Louis XVII is kept. Thus Louis XVII can escape unnoticed to England. In order to safeguard his claim on the throne, he sends assassins who shall murder the dauphin. Being unaware of the exchange, he has Richard de Beauvais killed. But now the dauphin's torturers recognise they have been deceived. Informed by a message of an English spy they send a ship to the island where the real dauphin hides. They attack the house of Virginia Traill and stop at nothing to detect the dauphin's hiding-place.
