Shooter was a 1988 TV pilot that NBC decided not to pick up as a series. Instead NBC aired the pilot as a TV movie of the week.The film is based on the book "Shooter" by and about Pulitzer Prize–winning photographer David Hume Kennerly. Kennerly had been a combat photo journalist during the Vietnam War. Later he was the White House photographer for president Gerald Ford.
The Shooter film followed the adventures of a fictional photo journalist Matt Thompson in Vietnam played by Jeffrey Nordling, in his debut role.
The TV pilot was made shortly after Good Morning Vietnam that had been a hit in theaters, and the TV film borrowed two actors from the Good Morning Vietnam cast, Noble Willingham and Cu Ba Nguyen, as well as having a free-spirited protagonist who is constantly clashing with his superiors. The pilot was filmed on location in Thailand. David Hume Kennerly served as executive producer and writer. Gary Nelson directed the film.

Behind the opening credits, the film opens on a suburban Los Angeles street with teenager Jim Stark (Dean) drunkenly lying down on a sidewalk. He is arrested and taken to the juvenile division of the police station for "plain drunkenness". At the station he meets John "Plato" Crawford (Mineo), who was brought in for shooting a litter of puppies with his mother's gun, and Judy (Wood), who was brought in for curfew violation (she was wearing a bright red dress with matching lipstick and was mistaken for being a streetwalker). It is 1868. Ethan Edwards (Wayne) returns after an eight-year absence to the home of his brother Aaron (Walter Coy) in the wilderness of West Texas. Ethan fought in the Civil War on the side of the Confederacy, and in the three years since that war ended he apparently fought in the Mexican revolutionary war as well. He has a large quantity of gold coins of uncertain origin in his possession, and a medal from the Mexican campaign that he gives to his eight-year-old niece, Debbie (played as a child by Lana Wood). Three armed assailants mug a woman who turns out to be NYPD Detective Sergeant Deke DaSilva in drag. His partner, Detective Sergeant Matthew Fox, immobilizes two of the suspects as Deke chases the third upstairs to the subway station platform, taunts him, and incapacitates him with a scarf. In Fort Griffin, Texas, Ed Bailey (Lee Van Cleef) comes looking to avenge the death of his brother at the hands of gunslinger John H. "Doc" Holliday (Kirk Douglas). Holliday refuses to help the lawman, holding a grudge against Wyatt's brother, Morgan. Holliday kills Bailey with a knife-throw when Bailey attempts to shoot him in the back. Holliday is arrested for murder, though Wyatt and Kate allow him to escape from a lynch mob.
