Renegade KGB agents hijack a plutonium shipment inside the United States and use it to plant a nuclear device in the Saudi Arabian Ghawar oilfield. They threaten to detonate it, thereby contaminating 50% of the world's oil reserve, unless Israel withdraws its settlements from the West Bank. The fact that the KGB is behind this threat is unknown, as the culprits are believed by the Israelis and Americans to be Islamic fundamentalist extremists. The American president contemplates starting a war with Israel, in order to save the world from oil crisis. The director of the CIA offers the president an alternative solution.

The film begins in Vietnam, opening with a dramatic shot of a huge explosion propelling a U.S. soldier through the air. The soldier is revealed to be the film's protagonist, John Eastland (Robert Ginty) who is quickly assisted by fellow soldier and best friend Michael Jefferson (Steve James). Both men, along with several other U.S. soldiers are quickly captured by the Viet Cong. The film cuts to an open-air VC camp where we next see the soldiers tied to wooden stakes in the ground. The VC commander demands information on when a U.S. strike is going to occur. Eastland refuses to answer and the commander slowly decapitates one of his fellow soldiers. Jefferson manages to get free and quickly slaughters the Vietnamese soldiers.

A gang is attempting to steal computers from an 18 wheeler. One of the gang members remotely hacks a set of traffic lights, turning them to red, while other members of the gang rig chains to the back of the truck. They turn the light green again, and as the truck pulls away, the chains tear the door open. When the trucker goes to the rear of his truck to investigate, he is knocked unconscious by a gang member, who then whistles for his cohorts to steal the load. Meanwhile, New York police officers Billy Wong (Jackie Chan) and Michael Alexander (Patrick James Clarke) are patrolling the neighborhood. On the radio, a dispatcher says that a truck was stripped by their premises, so the cops check it out. As the trucker comes to, he sees that his cargo has been stolen. Michael radios in the crime, while Billy passes the driver his hat, saying, "Welcome to New York".

Every year, Stella Fawnskin selects seven members of Sigma Phi Pi, a sorority with chapters all over the United States, to compete for the Fawnskin Grant. On her way to Stella's ranch, which is in the isolated resort town of Grizzly Cove, grant contender Holly Fanning is killed at a deserted rest area. In 1795, Dr. Victor Frankenstein (Aden Young) creates a monster (Aaron Eckhart), a soulless creature patched together from corpses, and then rejects it, disgusted with what he's made. In a fit of rage, the creature kills Victor's wife Elizabeth (Virginie Le Brun) and Victor chases it to the Arctic to get revenge, but succumbs to the weather. The creature buries his creator in the Frankenstein family crypt and is then attacked by demons before being rescued by the gargoyles Ophir (Mahesh Jadu) and Keziah (Caitlin Stasey), who bring it before the gargoyle queen Leonore (Miranda Otto) and their commander Gideon (Jai Courtney). Leonore explains that they were created by the Archangel Michael to battle demons on Earth and protect humanity. They name the creature "Adam" and invite him to join them, but he declines and departs after being given heavy, baton-like weapons to protect him, as more demons will come after him. The weapons allow him to "descend" demons (destroying their bodies and trapping their souls in Hell) as they have the symbol of the Gargoyle Order carved on them.

Peyton Westlake (Arnold Vosloo), still searching for the key to creating a permanent liquid-skin formula to repair his burned face and hands, is approached by Dr. Bridget Thorne (Darlanne Fluegel), one of the physicians who saved Westlake's life following his brutal attack at the hands of Robert G. Durant. Thorne claims that she wants to help Westlake discover the key to his liquid skin, and also repair his nervous system, allowing him to regain some of his sensory loss. Using a laboratory set-up Thorne has, Westlake is finally able to devise a small amount of permanent liquid skin, which does not break down in sunlight as his other samples have.
