On y retrouve Sonic, Tails, Knuckles et le Docteur Eggman (Docteur Robotnik dans la version américaine), Metal Sonic et d'autres personnages crées exclusivement pour l'OVA.
Contrairement aux autres séries d'animation de Sonic précédent Sonic X, Jaleel White n'a pas prêté sa voix pour l'OVA. Les deux épisodes ne furent pas produits par DiC Entertainment.
Le film n'a été distribué qu'au Japon et aux États-Unis, il n'y a donc pas de version française.

The film opens with Mario playing his Family Computer. Suddenly, Mario witnesses a girl on the TV screen crying for help from the enemies attacking her and escapes by jumping out of the TV. After the enemies left, the girl reveals herself as Princess Peach. Just then, Bowser appears and jumps out of the TV. Despite Mario's battling attempts, Bowser successfully captures Peach, and takes her back into the TV. Shortly afterwards, Mario discovers a small necklace that Peach left on the floor.

Radio therapist Amanda Grace's life turns hellish after she becomes involved with young hustler Mick Burroughs. Mick seduces the radio host in order to get hold of a file she has on a criminal who also happens to be one of her patients. Soon, the two are having steamy, erotic encounters that include kinky sex. But she gets so caught up in their relationship that she leaves herself wide open to Mick's treachery. The story is a mixture between the Tenchi Ryo-Ohki! and Tenchi Universe canon; it's a non-canon tale. Long ago, a young Prince Yosho met a young demon girl, named Yuzuha. Attracted to Yosho, two agreed to meet to play together during the annual Startica celebration on Jurai; she was driven away by the palace guards and she hated Yosho for it. 700 years later, Yuzuha wakes up within the underworld and discovers that Yosho is alive and on Earth, celebrating Christmas with the family and the ladies that had gathered around Tenchi. She believes Tenchi Masaki is a charmer due to the fact he is surrounded by so many girls; she decides to send Tenchi a present. She obtains a lock of Tenchi's hair and takes a piece of her own to a created a girl that's part human, Juraian, and demon to entertain her mischievous nature.

An extraterrestrial entity named Princess Snow Kaguya (プリンセス・スノー・カグヤ, Purinsesu Sunō Kaguya) arrives on Earth in an attempt to freeze it, but a fragment of her comet has been lost and she is unable to proceed without it. The year is 1996, one year after the events of Tenchi Universe. After being defeated by the Jurai Emperor and the Galaxy Police (GXP) centuries ago, the monstrously powerful Super A-1 class criminal, Kain, was permanently imprisoned in a subspace container of the GXP's headquarters. After his defeat by Terry Bogard, Geese Howard retreats to the mountains, where he is visited by his half brother, Wolfgang Krauser, who finds out who defeated him. In another part of the country, Terry Bogard meets up with a young boy named Tony who wants to be just like him.
