In the early 1980s, a high-ranking KGB analyst, Sergei Grigoriev, disillusioned with the Soviet regime, decides to pass Soviet secrets, including a list of Soviet spies, to the government of France, then under the newly elected President François Mitterrand, a Socialist in coalition with the Communist Party. Grigoriev (code-named Farewell by the French intelligence service) hopes to force change in the Soviet Union by revealing their extensive network of spies trying to acquire scientific, technical and industrial information from the West. He uses Pierre Froment, a naïve French engineer based in Moscow, as his unlikely intermediary. After the first transfer of information, Pierre confides in his wife Jessica, who is adamant about his stopping to preserve their family. Grigoriev persuades Pierre to continue without telling Jessica. He will accept neither money nor defection as a reward, but sometimes requests small gifts from Pierre's trips to France, such as a Sony Walkman and Queen cassette tapes for his son, some cognac, or books of French poetry. As Farewell's prodigious output blossoms, the French are bewildered by the sheer scale and yield of top Western technology transferred covertly to the Soviets.

U.S. energy giant Connex is losing control of key Middle East oil fields in a kingdom ruled by the al-Subaai family. The emirate's foreign minister, Prince Nasir (Alexander Siddig), has granted natural gas drilling rights to a Chinese company, greatly upsetting the U.S. oil industry and government. To compensate for its decreased production capacity, Connex initiates a shady merger with Killen, a smaller oil company that recently won the drilling rights to key petroleum fields in Kazakhstan. In the spring of 1918, a German U-boat stops a Dutch freighter on its way to Stockholm, Sweden during the final year of World War I. The Germans board the ship, identify one man as a Belgian spy, and take him prisoner. One of the passengers questioned is an attractive Swiss dress shop owner named Madeleine Goddard (Vivien Leigh) who is returning to Stockholm from a business trip to Paris, where she purchased dresses for her boutique. After returning to Stockholm, Madeleine, who is a German spy, meets with her contacts and provides information on Allied troop movements she acquired in Paris. The information is cleverly concealed in the gowns she purchased. While the Germans believe that she is one of their top spies, Madeleine is in fact a French double agent working to uncover the identity of the new German secret service leader in Stockholm.
