Synopsis
The OSS now has a full child spy section, of which 13-year-old Carmen Cortez (Alexa Vega) and 10-year-old Juni Cortez (Daryl Sabara) have become agents. They face particularly difficult competition with Gary and Gerti Giggles (Matt O'Leary and Emily Osment), the children of double-dealing agent Donnagon Giggles (Mike Judge), whom Carmen and Juni helped to rescue in the previous film. It is shown that Carmen defends Gary and has a crush on him.Actors

Juni Cortez (Daryl Sabara), after stopping Donnagon from activating the EMP device, has retired from the OSS, no longer wanting to work. Ingrid and Gregorio Cortez (Carla Gugino and Antonio Banderas) are rival spies who fall in love with each other. They eventually retire and have two children, Carmen (Alexa Vega) and Juni (Daryl Sabara). They currently work for the Organization of Super Spies (OSS) doing desk work. Content with the safety of their family, the two still yearn for field work. Meanwhile, the children think their parents are boring and have no idea of their previous work. Eventually, Ingrid and Gregorio are called back into the field when several agents go missing. Gregorio thinks that a kids' TV show star Fegan Floop (Alan Cumming) has kidnapped the agents and mutated them into his "Fooglies", creatures on his show that speak in gibberish.

Organization of Super Spies (OSS) agent Marissa Wilson (Jessica Alba) is leading a team of agents attempting to capture a criminal named Tick Tock (Jeremy Piven), who purchases a mini-disk stolen from OSS. El Mariachi is recruited by CIA agent Sheldon Sands to kill General Emiliano Marquez, a corrupt Mexican Army officer who has been hired by Mexican drug lord Armando Barillo to assassinate the President of Mexico and overthrow the government. Many years before, El Mariachi and his wife Carolina confronted Marquez in a shootout and wounded the general; in retaliation, Marquez took the lives of Carolina and their daughter in an ambush. Max (Cayden Boyd) is a lonely child in the suburbs of Austin who creates an imaginary world named Planet Drool, where all of his imagination and dreams come to life. He creates two characters; Sharkboy (Taylor Lautner), a young boy who was raised by sharks after losing his father at sea, and Lavagirl (Taylor Dooley), who can produce fire and lava, but has trouble touching objects without setting them alight. The two left Max to guard Planet Drool. In real life, Max's parents (David Arquette and Kristin Davis) have little time for him and their marriage seems to be on the rocks, and he is bullied by fellow schoolmate Linus (Jacob Davich). However, he does receive friendship from Marissa (Sasha Pieterse), the daughter of his teacher Mr. Electricidad (George Lopez, whose name is Spanish for "electricity"). Linus steals Max's Dream Journal (where all of his ideas are kept) and vandalizes it. The next day, a tornado rages outside the school, and moments later, Sharkboy and Lavagirl appear and ask Max to come with them to Planet Drool. They reach Planet Drool via a shark-like spacecraft, where Max learns that the dreamworld is turning bad, courtesy of Mr. Electric (also portrayed by George Lopez), originally the dreamworld's electrician but now corrupted.

Toby "Toe" Thompson (Jimmy Bennett) is bullied by Helvetica "Hel" Black (Jolie Vanier) and her brother Cole (Devon Gearhart) on the way to school. Toe speculates that Hel loves him, infuriating Hel and leading Cole and his gang to start throwing rocks at Toe. Marv (Mickey Rourke) regains consciousness on a highway overlooking the Projects, surrounded by several dead young men and a crashed police car, and with no memory of how he got there. He retraces his steps, recalling that since it's Saturday, he watched Nancy Callahan (Jessica Alba) dance at Kadie's Saloon. Stepping outside, he encounters four rich frat boys burning a homeless man alive. When Marv intervenes, the leader of the frat boys shoots him in the arm, calling him "Bernini Boy," which Marv mishears as "Bernie." They flee; Marv follows, stealing a Police car on the way, which he crashes into their car, leading to his blackout and memory loss. He follows the two surviving frat boys into The Projects, the neighborhood where he grew up. With the assistance of the deadly residents lurking in the shadows, he dispatches the frat boys. He questions the leader about being called "Bernini Boy" and learns that it is the brand of coat he is wearing. After slitting the boy's throat, he considers his coat and realizes he can't remember how he acquired it.
