The screenplay was written by Jim Kouf, who won a 1988 Edgar Award for his work. Although the story is set in Seattle, Washington, the movie was filmed in Vancouver, British Columbia.
A sequel, Another Stakeout, followed in 1993. The movie later inspired a Malayalam language Indian movie Vandanam.
Synopsis
Detectives Chris Lecce (Richard Dreyfuss) and Bill Reimers (Emilio Estevez) are assigned to the night shift on a stakeout of Latina waitress Maria McGuire (Madeleine Stowe). Maria's former boyfriend Richard "Stick" Montgomery (Aidan Quinn) has escaped from a prison following a brawl with several guards. The FBI asks for their full cooperation in the capture of Montgomery. They also begin to realize that his cousin is helping him get to Seattle. Fellow officers Pismo and Coldshank start playing pranks on Chris and Bill during the day shift.Actors

A witness against the Mafia is being secretly held until the trial when a violent attempt against her that kills several of her guards, as well as her husband, is made. She disappears and Chris Lecce (Dreyfuss) and Bill Reimers (Estevez) are called upon due to their excellent surveillance record, to stake out a lakeside home where she is believed to be. Unlike their earlier stakeout, this time they are accompanied by Gina Garrett (O'Donnell) from the DA's office and her pet rottweiler 'Archie', covered as husband, wife and son.

A serial killer/vigilante known as the "Party Crasher" (Stephen Lang) telephones the police, notifying them that he is about to murder another individual at a night club, daring them to stop him. Police converge on the night club, but the officers, including tough but cynical NYPD cop Lieutenant John Moss (James Woods), are unable to stop the gunshot killing of a local drug dealer. The Party Crasher flees in the ensuing chaos, and Moss is thrown off a car while trying to stop the killer. While Moss has his injuries tended to, he barks some obscene comments at media members and cameras.

Carl Taylor (Sheen) and James St. James (Estevez) are a pair of troublemaking garbagemen who dream of owning a surf shop. In Los Angeles, Billie York (an uncredited Whoopi Goldberg) is murdered by a man dressed as a Wilderness Girl because she possesses a microfilm with the recipe to turn cocaine into Wilderness Girls cookies and she won't hand it over to the ones that seek it. Murray Abraham) who informs Jack that the case has something to do with General Mortars (William Shatner) under whom Jack had worked during his days in Vietnam. Following Leacher's advice they pursue the villains, however, before the villains are apprehended, Luger must journey into his past to realize the right thing to do.

The film, like the play, focuses on Rosencrantz and Guildenstern and their actions (or lack thereof) within the play of Hamlet. The film begins as they travel on horseback to Elsinore, contemplating fate, memory and language. Rosencrantz finds and continually flips a coin which always comes up heads, causing Guildenstern to conclude that something is wrong with reality. They meet a travelling troupe of tragedians on the way, and during their conversation with the lead Player, they are mysteriously transported into the action of Hamlet at Elsinore. They wander around the castle, trying to catch up to the action and understand what is going on by listening to other parts of the play. They are asked by the Danish royal couple to stay awhile in order to help find out the cause of, and hopefully cure, Prince Hamlet's gloomy state. They spend their time outside the scenes in Hamlet trying to figure out what is wrong with the prince and what is required of them.
