The film begins with Jack Ruby saying, "Lookin' back at it now, what can you say? It feels like it was a dream. Yeah, that's it, a dream. Maybe none of it never happened. Because when I look back on it today, this is the best sense I can make of it." Then the scene shows a murder; a corpse, dressed in a suit, is being drained of blood, having been hung on a meat hook. It is readily apparent that the corpse has been tortured, and it is implied that the presentation of the body is intended to be a brutal message.

The film follows three characters, a hit-man, a mobster and a corrupt detective who confront each other when events come to a head for them. Hit-man Lee Choe decides to retire to live a normal life. After refusing an order from mobster John Lowe, Lowe has Lee's girlfriend killed. In the last two days of 1999, Los Angeles has become a dangerous war zone. As a group of criminals rob a Chinese restaurant, the event is recorded by a robber wearing a 'SQUID', or "Superconducting Quantum Interference Device", an illegal electronic device which records events directly from the wearer's cerebral cortex, and when played back through a MiniDisc-like device called a "deck", allow a user to experience the recorder's memories and physical sensations. Lenny Nero is a former LAPD officer turned black marketeer who deals in bootleg SQUID recordings. His main supplier, Tick (Richard Edson), tries to sell the robbery clip to him. Lenny eventually agrees to buy it at a reduced price, having to cut out the last part where the rig records the robber's death by falling; clips that record the wearer's death are known as "blackjack" (snuff) clips, because the experience is described as "jacking into the big black" by Tick.

Mickey Knox and his wife Mallory stop at a roadside café in the New Mexico desert. A group of rednecks arrive and one begins sexually harassing Mallory. Corrado is the story of a Los Angeles hit man of the same name. Corrado (Messner) is given the task of eliminating the aging kingpin Vittorio Spinello. He readily accepts the job and is about to perform the hit when he is interrupted by Spinello's new nurse, Julia (Elaine). He shoots the aging Spinello by accident, instead of suffocating him as intended, and flees the scene. Julia is wrongly blamed for the death, and is herself about to be killed by Vittorio's son Paolo (Sizemore), when Corrado rescues her. They are then pursued all over Los Angeles by Paolo and his goons in a bid to escape.
