The film follows the exploits of film actor Jack Noah (Dreyfuss), who is filming in the small, fictional South American country of Parador when Paradorian President Alfonse Simms suddenly dies of a heart attack. Not wanting to lose his position in power, the president's right-hand man, Roberto Strausmann (Juliá) forces Jack to take the 'role of a lifetime' - that of the dead president, as the two men look so much alike. Jack accepts, eventually winning over the people and even the dead president's mistress, Madonna (Braga). However, when paradise proves to be too boring, Jack needs to find a way to get out while keeping Roberto out of the loop.

A washed-up, alcoholic actress, Alex (played by Fonda), wakes up on Thanksgiving Day next to a murdered man, a sleazy photographer. She feels sick and remembers nothing from the night before. She calls her friend Jackie about what happened the night before. (We find out later that he is her husband but they are separated.) He informs her that she missed out on getting what could have been her best gig in a while the night before because she was drunk and rude. She tells him about the body. He tells her to call the cops and she says that she is scared but he insists, telling her it will be alright. She retorts saying "ya wanna bet?" She leaves the apartment, and it is implied that she has not called the police. While trying to flee at the airport, Alex encounters an ex-policeman, Turner (Jeff Bridges), who believes in her innocence. Raúl Juliá plays Jackie, a hairdresser who wants to divorce her, as he has fallen in love with socialite Isabel Harding (Diane Salinger).

In New York City, soft-spoken Helen returns to the apartment she shares with her boyfriend Marco after enduring an unhygienic and inept abortion. When Marco leaves briefly to collect some cash, Bobby, an amiable small-time drug dealer to whom Marco owes money, shows unexpected gentleness and concern for Helen. Soon after, when Helen is hospitalized for profuse bleeding, Bobby sneaks in after visiting hours and tells her that Marco has gone away. Briefly, Helen considers returning to her dysfunctional family in Fort Wayne, Indiana. However, after she is released from the hospital, she moves in with Bobby. As they are walking together, Bobby steals a television out of a parked van and pawns it for money to buy drugs. At his apartment, Bobby declines Helen's invitation to have sex until she feels better. When she awakens to find him taking drugs, he explains that he is not an addict, but only "chipping.

The movie opens in 1951 with a young Chico Mendes witnessing his father's interaction with corrupt ranchers who are exploiting peasants for their work. The bulk of the film then takes place between 1983 and 1988, showing Mendes' activism to preserve the Amazon rainforest, to his murder in a drive-by shooting by a disgruntled rancher.
