Synopsis

Alors que le médecin Kohei Taguchi et l'enquêteur Shiratori du ministère de la Santé, du Travail et des Affaires sociales se préparent à mettre en oeuvre des réformes majeures du système d'enquête sur les décès du pays, ils reçoivent une lettre menaçant de détruire l'hôpital universitaire Tojo et la tour Kerberos dans 3 mois. Avant que le duo ne soit en mesure de découvrir la vérité, une vague sans précédent de décès suspects se produit, qui ne peut être expliquée par une autopsie. Le jour de l'ouverture du centre AI (Autopsy Imaging) et de l'introduction d'une nouvelle machine IRM révolutionnaire appelée "Leviathan", de nouveaux incidents secouent la communauté médicale.

In 2009, the Korean Peninsula (Chosun) is still under Imperial Japanese rule and Japanese Bureau of Investigation (JBI) agents Masayuki Sakamoto and Shojiro Saigo thwart a hostage crisis at a museum in Keijo by a terrorist group known as the Hureisenjin. The exact motivation for the hostage situation is unknown, but during the investigation, Sakamoto discovers a museum artifact, a crescent-shaped rock known as the "Lunar Soul", found by one of the slain terrorists. After discovering that the Hureisenjin has a long history of targeting the Inoue Foundation, a group founded around the artifacts collected by the second Resident-General of Korea, Sakamoto begins to suspect the Hureisenjin were attempting to steal the Lunar Soul, although both he and Saigo are puzzled as to why a terrorist group would put so much effort into stealing historical artifacts. The Hureisenjin ambush the convoy shipping the foundation's artifacts back to Japan and take the Lunar Soul. The terrorists confront Sakamoto and Saigo in a gunfight, where Sakamoto encounters Oh Hye-rin, the organization's female leader.

Two years have passed since the oil platform accident in The Last Message. Following the decommissioning of the patrol vessel Nagare (ながれ), Daisuke Senzaki, a Japan Coast Guard (JCG) rescue diver, is posted to the 10th Region Mobile Rescue Unit, based at Kagoshima Air Station. The film's opening sequence depicts a plane crash in stormy seas, where Senzaki battles the elements to keep two victims alive. The adverse conditions prevents the dropping of additional divers to aid Senzaki, and he struggles to keep all three of them on the floating wreckage which has become their lifeboat. Senzaki is only able to hold onto an adult male, while a young boy struggles to hang on by himself. At this point, the adult lets go of Senzaki's hand; a cue for him to grab hold of the boy instead. Senzaki manages to keep the boy alive, but the heroic gesture by the other victim meant that he himself drowns. Senzaki soon becomes plagued with guilt and self-doubt due to this episode, as he had once pledged not to let anymore victims die before his eyes.
