The film tells the story of Jim Morris, the son of a career Navy man, who moves the family to a small Texas town. Jim is shown to be a very skilled pitcher as a youth, though his father disapproves of Jim's dream of making it to Major League Baseball. It is later mentioned that the town to which Jim's family moved, Big Lake, has never cared for baseball. Thus, he was unable to play baseball in high school. He later gets a chance when he is drafted by the Milwaukee Brewers, but he tears up his shoulder, ending his hopes of achieving his lifelong dream.

Bobby Boucher is a socially inept water boy with a stutter and hidden anger issues due to constant teasing and excessive sheltering by his mother, Helen (Kathy Bates). He became the water boy for the (fictional) University of Louisiana Cougars after being told his father died of dehydration in the Sahara while serving in the Peace Corps. However, the players always torment him and the team's head coach, Red Beaulieu (Jerry Reed), eventually fires him for "disrupting" the team's practices (in actuality, the coach had fired Bobby because he's too weak for his team to bully). Bobby then approaches Coach Klein (Henry Winkler) of the South Central Louisiana State University Mud Dogs and asks to work as the team's water boy. Coach Klein has been coach of SCLSU for years without success. It is revealed later in the movie that he and Beaulieu were assistant coaches at the University of Louisiana, but Beaulieu bullied Klein into letting him take sole credit for a playbook (that Klein actually came up with on his own) to earn the head coach job and then immediately fired Klein. The experience drove Klein to a mental breakdown and rendered him unable to come up with new plays. Furthermore, unlike the Cougars, the Mud Dogs are a struggling team both on and off the field. They have lost 40 consecutive games, their cheerleaders have become alcohol dependent, and players are forced to share equipment. Bobby insists he be the waterboy after seeing a keg of heavily polluted water that coach Klein had been offering his players. Klein, despite being impressed with a sample of Bobby's water, tells him he cannot hire anybody due to the team's financial issues, but Bobby agrees to work for free.

After eight months of treatment for bipolar disorder, Pat Solitano is released from a mental health facility in Baltimore, and returns to Lansdowne, Pennsylvania into the care of his father Patrizio and mother Dolores. Lucas Bly (Haim) is an extremely intelligent and nerdy 14-year-old high school student. He soon becomes acquainted with Maggie (Green), an attractive older girl who had just moved to town. After meeting Lucas on one of his entomological quests, Maggie befriends him, spending time with him during the remainder of the summer until school begins. Lucas, who finds himself a frequent victim of bullying and teasing, has a protector of sorts, Cappie Roew (Sheen), a fellow student and football player; Cappie was once one of Lucas' tormentors, until Cappie contracted hepatitis and Lucas brought him his homework every day, ensuring that Cappie didn't fail and have to repeat a year of school. Even though Lucas deems it beneath her, Maggie becomes a cheerleader for the football team in order to get closer to Cappie, on whom she has a growing crush. Angered and offended by Maggie continuing to ignore him, Lucas begins to irritate Maggie, continuing to castigate her cheerleading as "superficial" and making the incorrect assumption that she will be his date to an upcoming school dance. Maggie complains to Lucas that she's interested in things besides just hanging out with him all the time, and Lucas' unrequited affection for her continues to upset him.

Jerry Maguire (Tom Cruise) is a glossy 35-year-old sports agent working for Sports Management International (SMI). After having a life-altering epiphany about his role as a sports agent, he writes a mission statement about perceived dishonesty in the sports management business and his desire to work with fewer clients so as to produce better quality. In turn, Management decides to send Bob Sugar (Jay Mohr), Jerry's protégé, to fire him. Jerry and Sugar call all of Jerry's clients to try convincing them not to hire the services of the other. Sugar secures most of Jerry's previous clients. Jerry speaks to Arizona Cardinals wide receiver Rod Tidwell (Cuba Gooding, Jr.), one of his clients who is disgruntled with his contract. Rod tests Jerry's resolve through a very long telephone conversation while Sugar is able to convince the rest of Jerry's clients to stick with SMI instead. Leaving the office, Jerry announces that he will start his own agency and asks if anyone is willing to join him, to which only 26-year-old single mother Dorothy Boyd (Renée Zellweger) agrees. Meanwhile, Frank "Cush" Cushman (Jerry O'Connell), a superstar quarterback prospect who expects to be the number one pick in the NFL Draft, also stays with Jerry after he makes a visit to the Cushman home. However, Sugar is able to convince Cushman and his father at the last minute to sign with SMI over Jerry. Cushman's father implies they decided to sign with Sugar over Jerry when they saw Jerry attending to Tidwell; an African-American player, versus his son (a white player).
