The film takes place in a 1950s-esque alternate universe where radiation from space has turned the dead into zombies. This resulted in the "Zombie Wars", where humanity battled zombies to prevent a zombie apocalypse, with humanity the ultimate victor. The radiation still plagues humanity, as all those who die after the original contamination turn into the undead, unless the dead body is disposed of by decapitation or cremation. In order to continue living normal lives, communities are fenced with the help of a governing corporation named Zomcon. Zomcon provides collars with accompanying remote controls to control the zombies' hunger for flesh so as to use them as slaves or servants.

The film opens with Jack Stanfield (Harrison Ford) leaving his house, loving wife Beth (Virginia Madsen) and two children, to his job at Landrock Pacific Bank in downtown Seattle. The day goes smoothly until Jack is visited by a collection agency, claiming that he owes $95,000 in debts to their online gambling site. He trusts a colleague to take care of it (as he is convinced of some form of identity theft, which is later found out to be true and used to later set up Jack with a motive for robbing the bank) and goes out for dinner with colleague Harry Romano (Robert Forster) and potential employer, Bill Cox (Paul Bettany). After the meal, Harry leaves in a taxi and Jack gets in his car. Unexpectedly, Cox follows him into the back seat. Cox then goes on to tell Jack that his family is being held hostage at their home to ensure Jack's cooperation. He then points a gun to Jack's head and forces him to drive home.

Middle school student Roy A. Eberhardt (Logan Lerman) has just moved to Florida from Montana. He is mercilessly teased and bullied by Dana Matherson until he accidentally breaks Dana's nose while on the school bus. Because of this, Roy is suspended from riding the school bus for 3 days and must write Dana an apology letter. Meanwhile, someone is responsible for vandalism on a local construction site where a "Mother Paula's Pancake House" restaurant, owned by corrupt CEO Chuck Muckle, is about to be built. In order to catch the vandals and prevent further vandalism, Officer David Delinko (Luke Wilson) has parked his police cruiser on the building site. Delinko falls asleep and an unknown vandal vandalizes the car by spray painting its windows with black spray paint. The next day at breakfast, Roy and his parents read about the spray painted police car. The police chief then gives Delinko a small police scooter to replace the vandalized cruiser.

Set in 1990 amidst the Kuwait War of 1990-91, Towelhead tells the coming-of-age story of a 13-year-old Lebanese American girl named Jasira (Summer Bishil). While Jasira is home alone one night, Mr. Vuoso comes over to retrieve one of his magazines and he ends up raping her. She befriends a classmate, Thomas Bradley (Eugene Jones), eventually becoming sexually active with him. Mr. Vuoso becomes jealous of Jasira's relationship with Thomas and, pretending he has to go to Iraq the next morning, he rapes Jasira. When Rifat finds one of Mr. Vuoso's adult magazines at his house, he beats Jasira, and she seeks refuge at the home of Melina (Toni Collette) and her husband, Gil, neighbors that were aware of Mr. Vuoso's inappropriate behavior from the beginning. Eventually, Jasira reveals that she was raped by Mr. Vuoso, and he is arrested.
