Francesca "Frankie" Sutton is a Los Angeles bank teller who witnesses a robbery. Shortly after the incident, the bank fires Frankie after the police uncover a connection between her and Darnell, one of the three robbers; despite the fact that Frankie knew nothing of the robbery Darnell had planned. Later, Frankie reunites with her three best friends, Lida "Stoney" Newsome, Cleopatra "Cleo" Sims, and Tisean "T.T." Williams in the projects and is furious because she was fired. Cleo states they should rob a bank themselves to collect all of the money and get out of the projects while being able to have what they want. Frankie agrees, while the other two friends aren't following along with what they are saying. Eventually, Frankie decides to work at a janitorial company with her friends even though they are treated with no respect from their boss, Luther, and receive little pay.

Corky (Gina Gershon), an ex-con who has just finished a five-year jail sentence, arrives at an apartment building to start work as a painter and plumber. On her way up to the apartment, she encounters the couple who live next-door, Violet (Jennifer Tilly) and Caesar (Joe Pantoliano). After Caesar has gone out, Violet flirts with Corky and asks her to help retrieve an earring that has fallen down her sink. After Corky extracts the earring, Violet admits she lost it on purpose in order to get closer to Corky, and starts to seduce her. They are interrupted by the arrival of Caesar and Corky goes back to work. When she leaves for the day, Violet follows her to her truck. They go to Corky's apartment and have sex. The next morning, Violet tells Corky that Caesar is a money launderer for the Mafia and they have been together for five years.

Larry Gigli (Ben Affleck) is a low-ranking Los Angeles mobster who isn't nearly as tough as he likes to act. Nami Matsushima (Meiko Kaji) is set up by her boyfriend, a crooked police detective named Sugimi (Isao Natsuyagi) to win favor with the Yakuza. She is raped by several drug dealers. She makes a failed attempt to stab Sugimi on the steps of the Tokyo Metropolitan Police Headquarters. She is sentenced to do hard time in a women's prison. Matsushima is given the number 701. The prison is run by sadistic and lecherous male guards. The prisoners are forced to walk up and down a stair-like contraption naked with male guards watching from below. While in prison she meets inmates like Yuki Kida (Yayoi Watanabe) who was committed for fraud and theft, Otsuka (Akemi Negishi), jailed for burglary and extortion, and Katagiri (Rie Yokoyama) who has been impounded for arson and illegally disposing of a body. On the outside, Sugimi and the Japanese mafia orchestrate a plan in which Matsushima will succumb to an "accidental" death in prison. They enlist the help of Katagiri, pulling on her ties to both Sugimi and the mafia, and quickly set their plan in motion.
