A smoking, drinking, jazz listening, young prostitute named Sadie Thompson (Gloria Swanson) arrives at the island of Tutuila (now part of American Samoa), claiming she is waiting for employment upon a ship. At the same time, 'moralists' arrive, including Mr. and Mrs. Davidson (Lionel Barrymore and Blanche Friderici). They all end up staying in the same hotel, where the Davidsons plot to teach the natives about sin and Sadie entertains a bunch of Marines.

In 1807, during the Napoleonic Wars, British Royal Navy Captain Horatio Hornblower (Gregory Peck) commands the 38-gun frigate HMS Lydia on a lengthy secret mission to Central America. He is to provide arms and support to a megalomaniac named Don Julian Alvarado, who is calling himself "El Supremo" or "The Almighty" (Alec Mango), in his rebellion against Spain, an ally of Britain's enemy France. As Hornblower observes to First Lieutenant Bush (Robert Beatty), "War breeds strange allies."

The film retells the story of the Trojan War, albeit with some major changes from the Iliad's storyline: Paris of Troy (Jacques Sernas) sails to Sparta to secure a peace treaty between the two powerful city-states. His ship is forced to return to Troy in a storm after he has been swept overboard on the shore of Sparta. Paris is found by Helen, Queen of Sparta (Rossana Podestà), with whom he falls in love. He goes to the palace where he finds Helen's husband, King Menelaus (Niall MacGinnis), Agamemnon (Robert Douglas), Odysseus (Torin Thatcher), Achilles (Stanley Baker) and many other Greek kings debating whether to go to war with Troy.
Menelaus, who is denied by Helen, sees that his wife and Paris are in love and, pretending friendship, plots Paris' death.
