The movie is part of a series of films based on novels written by Project Itoh. It will be followed by Genocidal Organ and Harmony. The film was released on October 2, and Egoist perform the film's ending theme. The film was originally set for release in December, but the date was later changed to October 2. With this the release dates for Genocidal Organ and Harmony were changed to November 13 and December 4 respectively. The film is licensed in North America by Funimation.

The film takes place in August 2011, one year after the events of the anime series. After going through a painstaking journey across multiple 'World Lines' due to the invention of 'D-Mail', text messages that can be sent to the past, Rintarō Okabe has assumedly landed in the "Steins Gate" World Line, in which he was able to prevent the deaths of both Mayuri Shiina and Kurisu Makise, as well as prevent a future ruled by SERN due to the invention of a time machine that no longer exists. On August 3, Kurisu arrives in Japan for a press conference and reunites with all the members of the Future Gadget Laboratory. Meanwhile, Rintarō starts having intense side effects from his time travels, seeing visions of alternate Worldlines. The next day on August 4, a mysterious visitor shows up at Kurisu's hotel, telling her to remember three things: a cell phone, a microwave oven, and SERN. Later that day, as Kurisu is talking to Rintarō about how her own instances of déjà vu may be similar to Rintarō's 'Reading Steiner' ability to remember things from other World Lines, Rintarō suddenly disappears before Kurisu's eyes. Furthermore, no one else seems to remember Rintarō ever existed, with Kurisu barely retaining a faint memory of someone.

Angela Balzac is an agent at the space station DEVA, whose inhabitants have no physical bodies, their minds digitized and processed into a virtual reality environment. The movie begins with a young girl, Julia Crichton, waking up from a dream about the day her family was forcibly taken from her home by soldiers beside her older brother Ashley, who is currently studying their parents' alchemy books. Ashley then shows his sister some pages and explains that with the alchemy in the book, he hopes to make a world that no one's seen before. Soon after discovering two strange rubbed-out pages, the siblings hear some strange noises and Ashley goes ahead to investigate, but a worried Julia follows to a room where she finds the bodies of her parents hung up and dripping blood. She watches in horror as her brother is attacked and presumably murdered to which she faints.

Four years (2116AD) after the death of Shogo Makishima and the disappearance of Shinya Kōgami, the Japanese government has begun to export the Sibyl System technology to other countries, with plans to ultimately spread it throughout the world. A state in the midst of a civil war, SEAUn (the South East Asia Union, pronounced "shian"), brings in the Sibyl System as an experiment, and the coastal town of Shambala Float achieves temporary peace and safety.
