Ted Forrest who works for the Dynasty Card Company is murdered by Keith Heading and his men on the street, they switch the tape before police arrive. Johnny Stewart (Wayans) is a lifelong con-man who meets a girl, Amber Evans (Dash), and tries to impress her by cleaning up his act and doing things the honest way. He becomes a mailroom clerk at the credit card firm where she works and soon finds that he needs money to impress Amber. So, he develops a scheme to commit identity theft (though this term was not used for the crime in 1992) with the credit card information of deceased cardholders that he has access to due to his mailroom position. He justifies his actions because he knows that he is only stealing from the company and not harming the individual cardholders. Chris Fields trains Johhny how to do the job,until Keith threatens Chris in the men's restroom making him feel scared. Lt Walsh asks Chris questions about Keith,Chris is stabbed and killed by Keith's hitman in the subway station. Lt Walsh investigates Chris's murder and find credit card receipts on him. Keith promotes Johnny from mailroom clerk to supervisor to replace Chris who was killed.

In 1988, Colonel Sam Trautman (Richard Crenna) visits his old friend and ally John Rambo (Sylvester Stallone) in Thailand. He explains that he is putting together a mercenary team for a CIA-sponsored supply mission on behalf of anti-Soviet fighters in Afghanistan. Despite being shown photos of civilians suffering at the hands of the Soviet military, Rambo refuses to join, as he is tired of fighting. Trautman proceeds anyway and is ambushed by enemy forces near the border, resulting in all of his men being killed. Trautman is captured and sent to a large mountain base to be interrogated by Soviet Colonel Zaysen (Marc de Jonge) and his henchman Kourov (Randy Raney).

Reuben Tishkoff is conned by Willy Bank, his former business partner, by being forced to sign over the ownership rights of the new hotel-casino they were building together, "The Bank". Four retired mobsters (Richard Dreyfuss, Burt Reynolds, Dan Hedaya and Seymour Cassel) plan one last crime to save their apartment at a retirement home (the owners are forcing them out with a rent increase so that the apartments can be rented to young, affluent South Beach couples). The four steal a corpse from the mortuary to use as the "victim" in a staged murder scene. Unknown to them, the body belonged to the head of a Colombian drug smuggling ring. As a result of the "murder", many of the young renters leave and the four men are given cash and a rent discount by the complex to keep living there. Much of this money is spent on high living and women, which causes a young woman (Jennifer Tilly) to discover that the four men staged the murder - while spending time with the normally-silent "Mouth," he reveals that his mouth is loosened by intimacy with women.
