The plot is very close to the original play and 1928 movie. Racketeer and mobster Nick Scanlon (Ryan) has managed to buy several of the local government and law-enforcement officials of a large midwestern American city. However, he can't seem to touch the incorruptible police captain Tom McQuigg (Mitchum), who refuses all attempts at bribery. The film begins with a group of news reporters watching, and gossiping, at an elaborate wedding reception for Yoshiko Iwabuchi (Kyoko Kagawa), the daughter of Vice President Iwabuchi (Masayuki Mori, the villain character) of the Unexploited Land Development Corporation, a construction company, and Koichi Nishi, the president's secretary (a bespectacled Toshiro Mifune). The police interrupt the wedding when corporate assistant officer Wada, who is the wedding reception's master of ceremony, is arrested on charges of bribery in a kickback scheme. The reporters comment this incident is similar to an earlier scandal involving Iwabuchi, administrative officer Moriyama, and contract officer Shirai. That earlier case was hushed up after the apparent suicide of Assistant Chief Furuya, by jumping off the corporate office building, creating a dead end in the investigation before any of the company's higher-ups could be implicated.

After the rich Lord Lebanon has been strangled, a group of different characters assembles at Mark's Priory, his lonely manor in the north of Scotland, to attend the reading of his will. However, as lawyer Frank Tanner explains—in reading a "second-to-last-will"—to the potential heirs, they will first have to stay together at the manor for six days and six nights. Thinking that Lebanon has died of heart failure they all agree. It turns out to be a dangerous requirement as the manor is cut off from the outside world by a storm and one by one the visitors are murdered—strangled with an Indian scarf. In the end, of all the guests, family and staff only Tanner, Isla Harris and Bonwit the butler survive. The last will is read and it is revealed that Lord Lebanon has in fact left all his money to the man he considered to be the greatest of the century: Edgar Wallace.
