The Fourth War is a 1990 film directed by John Frankenheimer, set in West Germany of late 1980s. Its title stems from a famous quote by Albert Einstein: "I cannot predict how the Third World War shall be fought, or with what; I can, however, predict that the Fourth World War shall be waged with sticks and stones."

Synopsis

During the Cold War, two gung-ho army colonels - one American (Roy Scheider), the other Russian (Jurgen Prochnow) - wage their own private war against each other on the German–Czechoslovak border. As the colonels' feud gradually escalates to frightening proportions, the threat of full-scale armed conflict between both their commands goes from possible to likely to all-but-imminent.

During the Korean War, the Soviets capture a U.S. platoon and take them to Manchuria in Communist China. Some days later, all but two of the soldiers return to U.S. lines and Staff Sergeant Raymond Shaw is credited with saving their lives in combat. Upon the recommendation of the platoon's commander, Captain Bennett Marco, Raymond is awarded the Medal of Honor for his reported heroism. When asked to describe him, Marco and the other soldiers automatically respond, "Raymond Shaw is the kindest, bravest, warmest, most wonderful human being I've ever known in my life." Deep down, however, they know that Shaw is a cold, sad, unsympathetic loner.

The story is set in the early 1970s, ten years in the future at the time of the film's 1964 release, and the Cold War is still a problem (in the 1962 book, the setting was May 1974). U.S. President Jordan Lyman has recently signed a nuclear disarmament treaty with the Soviet Union, and the subsequent ratification has produced a wave of public dissatisfaction, especially among the President's opposition and the military, who believe the Soviets cannot be trusted.

In 1944, art masterpieces stolen by the Wehrmacht from French museums are being shipped to Germany; the officer in charge of the operation, Colonel Franz von Waldheim (Paul Scofield), is an ardent art lover and is determined to take the art to Germany, no matter the cost. After the Germans remove the art chosen by Waldheim from the Jeu de Paume Museum, curator Mademoiselle Villard (Suzanne Flon) seeks help from the French Resistance. The film begins with a group of Union soldiers being captured and forced to surrender at Cold Harbor, Virginia, in June 1864. They are transported to prisoner-of-war Camp Sumter, near Andersonville, Georgia. When they enter, they discover a former comrade, named Dick Potter, who explains the grim realities of daily existence in the camp – primarily the lack of shelter, clean water, and regular food supplies. He also states the danger of a rogue group of Union soldiers, called the "Raiders", who hoard the camp's meager rations, and lure unsuspecting "fresh fish" – newly captured soldiers – into their area of the camp, to attack and rob them.
