Issue de milieu modeste, la jeune Emma Eckhert commence sa carrière comme employée dans la chapellerie familiale. En 1921, elle connaît ses premiers ennuis avec la justice en même temps qu'elle scandalise son entourage par son homosexualité. Son mariage avec Moïse Nathanson, un ami de la famille plus âgé qu'elle, ne l'empêche ainsi pas de poursuivre sa liaison avec Camille Sowcroft, la fille d'un bijoutier, qui l'aide à s'enrichir en lui avançant de l'argent qu'Emma fait rapidement fructifier par d'astucieuses opérations boursières. En 1929, Emma est devenue l'une des banquières les plus appréciées de Paris. Mais sa fulgurante réussite lui attire entre autres l'antipathie du puissant banquier Horace Vannister, qui est une réplique du banquier Horace Finaly ; celui-ci intervient auprès du Président du Conseil Préfailles, qui est une réplique de Raymond Poincaré, pour faire interdire les activités d'Emma Eckhert, qui est une réplique de Marthe Hanau et la poursuivre en justice. Celle-ci finit par être assassinée au cours d'un meeting où elle expliquait aux épargnants qui lui avaient fait confiance, comment elle allait les rembourser.

Le commissaire Huysmans, un flic désabusé, enquête sur les meurtres perpétrés par un tueur en série sur des prostituées et des travestis de Bruxelles. Born into a wealthy family of French vintners, Max (Michel Piccoli) is a loner who devoted himself entirely to his obsession: the arrest of criminals. A former judge he is a police inspector and he sees a new band of burglars escape. This failure is still fresh in his mind when he meets Abel who has become a scrap thief and plunders construction sites with a small band of hoodlums around Nanterre. Max plans to encourage them to commit something big and catch them on the spot. Posing as a client, he meets Lily (Romy Schneider), a young German-born prostitute who is the companion of Abel. He pretends to be the director of a small bank branch which receives significant amounts of money at regular intervals. He ensures the support of his police commissioner. Max fails however to reveal his role as instigator. Gradually, some feeling arises between Max and Lily. But Max keeps a reserved attitude and merely influences the scrap through her. Finally, guessing the band ready for action, he communicates an ideal date to commit robbery. On the scheduled day, the police await them and they are arrested. Later in the police station, Rosinsky (the top cop in the bank's district) reveals to Max that he wants all collaborators brought to justice, including Lily. Distraught, Max tries to save her and ends up threatening Rosinsky. In an argument, Max pulls out his gun and kills him.

A stylish, attractive young woman, Célestine (Jeanne Moreau), arrives from Paris to become chambermaid for an odd family at their country chateau. The film takes place in the town of Paradise, Arizona (a ghost town in real life), where the volatile Postal Dude, after being mocked at a job interview, kicked out of his local unemployment office and discovering that his morbidly obese wife is cheating on him, is more than a little angry and is desperate to get enough cash to finally leave his dead-end town. Crystal "White Girl" Van Meter is a 15-year-old prostitute who is sentenced to 25 years for a long list of crimes which include beating up and robbing johns. Transferred to a minimum security hospital to seek treatment for bulimia, White Girl teams up with Angela "Cyclona" Garcia, a teenage serial killer. Together, they escape from the hospital, despite White Girl injuring herself on a barbed-wire fence. Cyclona is convinced her beloved Sister Gomez can help "White Girl" with her eating disorder and they head to Tijuana. On the way, Cyclona murders a family and has sex with the dead bodies. "White Girl" is not happy that Cyclona has stopped taking her meds and insists she continue to take occasional doses should they continue together. They steal the family's car and make their way south. On the way, Cyclona reveals how Sister Gomez saved her from being molested by her father and possibly aliens. After drinking one too many beers and huffing some paint, they crash and fall down a hill laughing.
