The Last Billionaire is a 1934 French comedy film directed by René Clair and starring Max Dearly, Marthe Mellot and Renée Saint-Cyr. The film is based on a fictional small European kingdom which is on the verge of going broke. Its French title is Le dernier milliardaire.

Synopsis

Lorsque la petite principauté de Casinario au bord de la faillite, reçoit la visite de Monsieur Banco, l'homme le plus riche du monde, elle voit en lui un sauveur providentiel et en fait son dictateur. Monsieur Banco reçoit un coup sur la tête et la commotion lui fait perdre la raison. Mais le peuple et la classe politique de Casinario, de plus en plus servile, ne voit dans ses décrets imbéciles que l'expression du bon sens.

In the 1890s, Lawrence Stevens (Dick Powell) is an obituary writer unhappy in his job who is given, by a ghostly deceased newspaper man named Pop Benson (John Philliber), a newspaper that has tomorrow's news. He uses the paper to write stories and get the scoop on other reporters, but this also brings him under the suspicion of Police Inspector Mulrooney (Edgar Kennedy), who wants to know how Stevens always seems to know what's going to happen and where, mainly a robbery at a theater's box office during a performance. Stevens and his new girlfriend Sylvia (Linda Darnell) – half of a clairvoyant act with her uncle Oscar Smith (Jack Oakie) – have a number of adventures, until her uncle mistakenly thinks that Stevens has consorted with his niece in her boarding house room. The uncle attempts to intimidate Stevens into marrying her, not knowing that Stevens has come to him to ask for her hand.

The film opens with an image of a wooden toy horse. Gradually we observe that this is an assembly line in a prison, staffed by prisoners. They sing (La liberté, c'est pour les heureux = "Freedom is for the happy") as they work. Close-ups of two prisoners (Louis and Émile, the film's main protagonists) indicate they've taken a work tool. The prisoner next to Louis occasionally looks on, looking somewhat bored. After dinner everyone goes back to their cell. After feigning sleep during a guard's nightly rounds, Louis and Émile sing the title song as they resume a project of sawing off the prison window. Émile cuts himself, and Louis kindly mends the wound with a handkerchief. The window breaks free and they attempt to escape. Louis is able to get over the retaining wall, but Émile is not successful. Louis escapes, accidentally knocks someone off a bicycle, and rides off on the bicycle. Meanwhile we hear a chorus suggesting he's about to be captured (Ce sera bientôt fini = "It'll soon be over"). Louis heads into a village emblazoned with the words "Finishing Line" - the cyclist he knocked over was in a bicycle race, and Louis has won first prize.

The setting is Paris in the early 1900s ("1906, perhaps") and much of the action takes place in a silent film studio. Émile, a director, advises his shy young employee Jacques to adopt his own carefree attitude towards women ("one lost, ten found"). Émile takes under his wing Madeleine, the daughter of his old friend Célestin, when she arrives from the country; he offers her a place to stay and a job at his studio, and he starts to fall in love with her. When Jacques returns from military service, he and Madeleine are drawn to each other but they feel guilty about betraying the fatherly Émile. Émile finally realises the truth and decides that he must not stand in the young couple's way.
