The film opens on the fictional island of Svardlov in the far North Sea above the Soviet Union where an American spy breaks into an old mine where he discovers the frozen body of a US Army sergeant and mining expert Jake Hobart. Next to the frozen corpse is a newspaper from 1912 as well as some mining tools from the early part of the 20th Century. Using a radiation meter, the spy discovers that what he seeks, an extremely rare mineral named byzanium was there but has been mined out leaving only traces. He is then chased and shot by Soviet forces but rescued at the last moment by Dirk Pitt (Richard Jordan) a former U.S. Navy officer and a clandestine operator.

On March 11, 2005, Brian Nichols (David Oyelowo) escapes from the Fulton County courthouse in Atlanta, during his trial involving a rape case. In the process of the escape he murders the judge presiding over his trial, Rowland Barnes, as well as court reporter Julie Brandau. He also shoots Sergeant Hoyt Teasley while escaping from the prison, and then Special Agent David G. Wilhelm at his home. Nichols becomes the subject of a citywide manhunt. His frantic escape brings him to the apartment of Ashley Smith (Kate Mara), a single mother and recovering methamphetamine addict, whom he holds hostage. Smith gets through this time inspired by Rick Warren's best-selling book The Purpose Driven Life, while Nichols searches for redemption. As she reads aloud, Ashley and her would-be killer come to a crossroads.

A privately owned luxury Boeing 747-100, Stevens' Flight 23, flies invited guests to an estate in Palm Beach, Florida, owned by wealthy philanthropist Philip Stevens, who also owns the jetliner. A woman in a Las Vegas bar is annoyed by a flirtatious drunk (Burt Reynolds). Her date, a milquetoast named Osgood (Wendell Burton), wants to do something about it. The woman, D.D. (Deborah Rush), begs him not to, but when the drunk turns mean, Osgood challenges him to step outside. To D.D.'s astonishment, Osgood wins the fight and even gets the tough-looking drunk to apologize. William Shatner plays the role of Aidan Carvell, a businessman running for Congress as an independent candidate with what is presented as a broadly libertarian agenda. Unknown to the public, Carvell is training and arming a militia force. Though the purpose of this private army is never wholly specified, a general sense of sinister intent is established. Carvell's political campaign manager Frank Jennings (played by Jeff Speakman) is persuaded by the FBI to assist them in indicting Carvell for treason. Carvell sets out to punish Jennings for this betrayal, requiring Jennings to fight for his own safety as well as that of his family.

On August 2, 1985, Delta Airlines Flight 191, flown by Captain Connors (John Beck) and First Officer Rudy Price (Dick Christie) are preparing to land at Dallas on its single stop, flying from Fort Lauderdale, Florida to Los Angeles. Air Traffic controllers advise that a thunderstorm is present. The flight crew surmise that the aircraft might get washed, but have no other worries about the storm being so near. Passengers such as Lucille Jacobson (Patti Labelle), who is terrified of flying, however, are fearful about landing in a storm. Others, like Marilyn (Gloria Hocking) and Mike Steinberg (Joe Berryman) are thinking more about their California vacation. As the rain pelts down on the airliner, there is no warning of an impending crisis.
