An incompetent mail-order private eye (Dell), aided by a chicken hatchery owner, is called upon to solve the murder of the eye’s eccentric milkman (Gautier), who practices animal fetishes.
The film was written by Dell and Dean Hargrove and directed by Hargrove. Released by United Artists.

Louie is singing the song "Louie the Lout" about his days in the old west to the boys in the Sweet Shop. All of a sudden a man arrives on horseback and Louie hides from him in the back of the store. The man identifies himself as a sheriff of Hangman's Hollow, a town out west where Louie is wanted for a murder that took place 20 years before. The boys tell the sheriff they never heard of Louie and he leaves. Louie comes out of hiding and tells them the story of when he was a younger man and lived in Hangman's Hollow he and his partner, Pete Briggs, discovered gold. He then tells them that Pete was murdered by Blackjack McCoy and he was framed for the murder and fled to the city. He then shows them a map of where the gold is hidden...tattooed on his back.

In the East Side Kids' clubhouse, Muggs McGinnis (Leo Gorcey) laments the epidemic of mugging that has been plaguing their streets. While waiting outside a store that afternoon, the boys witness a man being attacked in the alley and come to his defense, chasing away his assailants. In gratitude, the man, millionaire John Cortland (Herbert Heyes), hands Muggs his business card. When the cynical Muggs tosses the card in a garbage can, Glimpy McClosky (Huntz Hall) digs it out and finds the man's cash-laden wallet in the trash.

The Dead End Kids work as airplane mechanics in the National Youth Administration Work Program plant. Feeling that they have enough knowledge of planes, they feel the urge to want to become pilots. After an afternoon of playing baseball, Muggs McGinnis (Leo Gorcey) and the East Side Kids gang arrive at the door of their clubhouse, where a man named Higgins (silent comedian Harry Langdon, in one of his last film appearances) is removing their "East Side Club" sign. Higgins explains that the owner of the place plans to rent it to some "respectable" tenants. When Muggs learns that the new tenants are due to examine the place at noon the following day, he plans to frighten them away by picking a fight with Butch (Billy Benedict) and the Five Pointers, a rival gang.

Muggs McGinnis (Leo Gorcey) practices for his boxing match the next night. In order to raise money, Muggs and the gang go to Nick (Charles Judels)'s pool hall and challenge hall regular Harry Wycoff (Gabriel Dell) to a game of pool. Muggs has pre-arranged with gang member Danny to use special trick chalk for the pool cue so that Wycoff will lose, but Danny (Bobby Jordan) is so convinced of Muggs's talent that he does not use the chalk, and Muggs loses the match. When Wycoff insists that Muggs pay off his wager, Muggs hits him in the stomach and leaves without paying.

Teenage gang leader Tommy Banning is preparing for the Summer vacation by telling his members about the importance of doing their share to help out during the war. The best way to do this, according to Tommy's advice, is to end the gang activities and instead take legitimate useful jobs. But this seems to be a greater task than they could imagine, since most gang members have criminal records for juvenile delinquency, and they fail getting regular jobs. When Tommy's sister Sheila asks her boss, Frank Moulton, at the Carruthers' department store where she works, he agrees to hire Tommy only if she goes on a date with him. Sheila has a boyfriend and won't do that, but her boyfriend Jerry Brady instead gets Tommy the job at the department store. Upon starting his new job, Tommy is smitten by a slaes girl, Suzanne Booker, and they go on a movie date together. At the cinema, some of Tommy's gang, Albert "Pig" Gum, String and Ape, turn up and ruin the date. Soon enough Pig, String and Ape all have jobs, the latter two in the same store as Tommy.

Watching a military parade (stock footage from World War I), the gang decides to enlist in order to "kill a million Japs". Rejected by the Army, Marines, and Navy for being too young, the punks help the war effort by throwing fruit at a shop they believe is owned by a Japanese American. Confronted by him wielding a short sword, the gang decides to come back at night but find him dead. Their father figure Police Lieutenant "Pops" Stevens tell them they should be ashamed of themselves as Keno, the owner of the shop, was Chinese, an ally of America and that Danny should be especially ashamed as his brother is in the service.

The boys are trying to raise money for their friend Gloria. She has to give up her aspiring singing career in order to stay home and take care of her sick mother. Slip comes up with the idea to hypnotize Sach into thinking he is an unbeatable fighter so that they can enter him into a contest to win $2,500.
