The film opens in Saigon at the height of the Vietnam War.
John Converse (Moriarty), a disillusioned war correspondent, approaches Ray Hicks (Nolte), a merchant marine sailor and acquaintance of Converse's from the US, for help in smuggling a large quantity of heroin from Vietnam to San Francisco, where he will exchange the drugs for payment with Converse's wife Marge (Weld), who has become addicted to Dilaudid. When Hicks discovers he is being followed by thugs connected either to Converse or his suppliers, he goes on the run with Marge and the heroin, and is eventually pursued by the corrupt DEA agent (Zerbe), who initially set the deal in motion. As Marge is separated from her supply of prescription drugs, she experiences withdrawal, and Hicks decides to help her wean off her dilaudid addiction by using the heroin. While in post-production on a low-budget exploitation film, Philadelphia sound technician Jack Terry (Travolta) is told by his producer that he needs a more realistic sounding scream and better wind effects. In pre-revolutionary Cuba, James Wormold (Alec Guinness), a vacuum cleaner salesman, is recruited by Hawthorne (Noël Coward) of the British Secret Intelligence Service to be their Havana operative. Instead of recruiting his own agents, Wormold invents agents from men he knows only by sight, and sketches "plans" for a rocket-launching pad based on vacuum parts to increase his value to the service and to procure more money for himself and his expensive daughter Milly (Jo Morrow). Because his importance grows, he is sent a secretary, Beatrice (Maureen O'Hara), and a radioman from London to be under his command. With their arrival it becomes much harder for Wormold to maintain his facade. However, all of his invented information begins to come true: his cables home are intercepted and believed to be true by enemy agents who then act against his "cell". One of his "agents" is killed, and he is himself targeted for assassination. He admits what he's done to his secretary, and is recalled to London. At the film's conclusion, rather than telling the truth to the prime minister and other military intelligence services, Wormold's commanders (led by Ralph Richardson) agree to fabricate a story claiming his imagined machines had been dismantled, bestow honors on Wormold, and offer him a position teaching espionage classes in London., 1h30

In a dystopian near-future, Detroit, which is now bankrupt and overrun with crime, gives Omni Consumer Products (OCP) control of its struggling police force. The company plans to replace the poor, run-down sections of Old Detroit with the high-end "Delta City," but must first address the city's high crime rate.
