The film, which aired on FX, documents Ellsberg's life starting with his work for RAND Corporation and ending with the day on which the judge declared a mistrial in Ellsberg's espionage case. The film was directed by Rod Holcomb and executive produced by Joshua D. Maurer, and stars James Spader as Ellsberg. The cast also includes Claire Forlani, Alan Arkin, and Paul Giamatti.

The film begins with a new trainload of Polish Jews arriving for processing at Sobibor. The German Commandant gives them a welcoming speech, assuring the new arrivals that the place is a work camp. Other SS officers move along the assembled lines of prisoners, selecting a small number who have trade skills (such as goldsmiths, seamstresses, shoemakers, and tailors). The remaining prisoners are sent away to a different part of the camp from which a pillar of smoke rises day and night. It is some time before the new prisoners realize Sobibor is a death camp, all of the other Jews are exterminated in gas chambers, and their corpses are cremated in large ovens. The small number of prisoners who are kept alive in the other part of the camp are charged with sorting the belongings taken from those who are murdered and then repairing the shoes, recycling the clothing, and melting down any silver or gold to make jewelry for the SS officers. Despite their usefulness, these surviving prisoners' existence is precarious, and beatings and executions can occur at any time.

On November 4, 1979, Iranian activists storm the United States embassy in Tehran in retaliation for President Jimmy Carter giving the Shah asylum in the U.S. during the Iranian Revolution. More than 50 of the embassy staff are taken as hostages, but six avoid capture and hide in the home of Canadian ambassador Ken Taylor. With the escapees' situation kept secret, the U.S. State Department begins to explore options for exfiltrating them from Iran. Tony Mendez, a U.S. Central Intelligence Agency exfiltration specialist, is brought in for consultation. He criticizes the proposals, but is at a loss when asked for an alternative. While on the phone with his son, he is inspired by watching Battle for the Planet of the Apes and begins plans for creating a cover story for the escapees: that they are Canadian filmmakers who happened to be in Iran scouting exotic locations for a similar science-fiction film.

The film is a fictional version of the dramatic events of the 1969 abduction of the American ambassador Charles Burke Elbrick (played by Alan Arkin) in 1969. Elbrick was taken in Rio de Janeiro by the Revolutionary Movement 8th October (MR-8) with help of Ação Libertadora Nacional (ALN). Gabeira (played by Pedro Cardoso and named Paulo in the film) as a student joins the radical movement after the military takeover of the Brazilian government. He and his comrades, led by Andréia, gradually decided to kidnap the ambassador as a protest, and are shown mostly planning and executing the kidnapping. Paulo is portrayed as "the most intelligent and uncertain of the kidnappers.

Confined in an Israeli jail, Howard W. Campbell, Jr. writes a memoir about his career in Nazi Germany. In January 1865, President Abraham Lincoln expects the Civil War to end within a month. However, he is concerned that his 1863 Emancipation Proclamation may be discarded by the courts once the war has concluded and that the Thirteenth Amendment be defeated by the returning slave states. Lincoln feels it is imperative to pass the amendment by the end of the month, thus removing any possibility that slaves who have already been freed may be re-enslaved. The Radical Republicans fear the amendment will be defeated by some who merely wish to delay its passage; the support of the amendment by Republicans in the border states is not yet assured either, since they prioritize the issue of ending the war. Even if all of them are ultimately brought on board, the amendment will still require the support of several Democratic congressmen if it is to pass. With dozens of Democrats having just become lame ducks after losing their re-election campaigns in the fall of 1864, some of Lincoln's advisors believe that he should wait until the new Republican-heavy Congress is seated, presumably giving the amendment an easier road to passage. Lincoln, however, remains adamant about having the amendment in place and the issue of slavery settled before the war is concluded and the southern states readmitted into the Union.

Mexican revolutionary Pancho Villa (Antonio Banderas) finds himself without adequate funding to finance his war against the military-run government. He also finds himself at odds with the Americans because of the Hearst media empire's press campaign against him. To counter both of these threats, he sends emissaries to movie producers to convince them to pay to film his progress and the actual battles. Producer D.W. Griffith (Colm Feore) is immediately interested and convinces Mutual Film Studios boss Harry E. Aitkin to send a film crew. Aitkin's nephew Frank Thayer is initially a mere errand boy for the studio, but he makes a good impression with Villa, who demands that Thayer be placed in charge of the project. Thayer and a camera crew team film Villa leading his men to victory in battle. Despite the failure of this initial footage (which draws derisive laughter from potential backers) Thayer convinces Aitkin to invest even more money in a second attempt, and also convinces Villa to participate in making a more narrative film.
